Description

The following Area of Interest (AOI) is being issued against Naval Information Warfare Systems Command (NAVWAR) Commercial Solutions Opening (CSO) announcement N0003925S0001. Pursuant to the N0003925S0001 announcement, this opportunity falls under title 10 U.S.C. 3458. Vendors interested in responding to this opportunity should first review the NAVWAR CSO N0003925S0001 announcement which can be found here: https://sam.gov/workspace/contract/opp/a606b587755240e1a0b4f7d1e8d557bc/viewAnd here: https://www.navwar.navy.mil/Portals/93/N0003925S0001%20NAVWAR%20CSO%206-4-2025%20-%20POSTED%201.pdf For this AOI (N0003925RE004) The US Navy seeks solutions for replacing the four disparate tube-type VLF high-power transmission systems (HPTE) used by the shore-based Fixed Submarine Broadcast System (FSBS). The Navy requires high-reliability solutions that support 24-hour per day, 7-day per week (24/7) operations during all conditions, enables global coverage from the existing FSBS transmission sites using existing waveforms, and can be implemented with minimal site downtime. Attributes of the desired solution(s) can be found in the N0003925RE004 notice, along with instructions for submitting Phase 1 Solution Briefs. In accordance with N0003925S0001 (found here: https://sam.gov/workspace/contract/opp/a606b587755240e1a0b4f7d1e8d557bc/view) vendors interested in responding to this AOI are invited to submit Phase 1 Solution Briefs. Solution Briefs should not exceed five (5) written pages using 12-point font or, alternatively, Solution Briefs may take the form of briefing slides which should not exceed fifteen (15). These limits are not requirements but are strongly recommended. Vendors interested in submitting a response to this AOI must submit their solution brief via the Procurement Integrated Enterprise Environment (PIEE) Solicitation module link provided in this posting. The Government will not accept emailed submissions. If you have any questions regarding submission you may contact the Government point of contact identified in the SAM.gov posting/notice.
