Description
THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR BIDS/PROPOSAL. PROJECT: White City VA Southern Oregon Rehabilitation Center and Clinics (SORCC) Seismic Upgrade Note this project had the previous Notice Number W9127N25R0008. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This is a SOURCES SOUGHT NOTICE for market research ONLY to determine the availability of Brand Name or Equal Items. In accordance with Section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 (Pub. L. 114-328) as implemented by Defense Acquisition Regulation Supplement (DFARS) 206.302-1(c)(2), the justification and approval (J&A) addressed in Federal Acquisition Regulation (FAR) 6.303 is required in order to use brand name or equal descriptions in solicitation W9127N25RA034 for White City VA Southern Oregon Rehabilitation Center and Clinics (SORCC) Seismic Upgrade. The United States Army Corps of Engineers, Portland District intends to include the following proprietary items in a Request for Proposal under the authority of FAR 6.302-1(c)(2), �only one responsible source and no other supplies or services will satisfy agency requirements.� This project will include a Brand Name or Equal components, as described below, unless the results of this sources sought notification indicates otherwise. This notification serves three purposes: (1) to notify potential Offerors of the Government's intent to solicit a brand name or equal component under a future Design-Build project; (2) to identify potential sources that can provide the brand name or equal items; (3) notification of USACE�s intent to require the Brand Name Only or Equal Items if the market is unable to provide equivalent products. In the event no equivalent equipment exists, the Brand Name or Equal Justification will be issued pursuant to FAR 6.302-1(c)(2) and DFARS 206.302-1(c)(2). A subsequent market survey will not be published in support of a Justification and Approval (J&A) for sole sourcing the resultant product(s) or system(s) in the event an equivalent product is not submitted for consideration. In such instances, the brand name or equal component will be embedded in the project. Only that part of the project requiring brand name components will be sole sourced if no sources are able to prove an equal product. SUMMARY OF REQUIREMENT: The Design-Build project will include Brand Name or Equal equipment as follows: Fire Alarm System: Competition would be restricted to a Notifier, a subsidiary of Honeywell, Fire Alarm System which has been standardized throughout the White City VA SORCC Campus. Door Locksets: Competition would be limited to Schlage Door Lock Systems, which has been standardized throughout the White City VA SORCC Campus. Exterior Brick: Competition would be limited to Mutual Materials and its proprietary VA White City Color Blend, as per a Department of Veterans Affairs agreement with the Oregon State Historic Preservation Office (SHPO), to preserve the overall character of the site. The agreement ensures that future work and replacement structures on campus will meet all applicable provisions of the Manual for Built Resources (MBR), to include use of material. Mutual Materials and its color blend are mandated by the White City VA SORCC Manual for Built Resources, in accordance with the VA agreement with the SHPO. Interested vendors must show clear and convincing evidence that alternatives to the specified items exist. Interested vendors wishing to be considered by the Government as described above must provide a copy of its brochure and any other capability statements/ data no later than 17 November 2025, 2:00 PM, to Contracting Officer, Nicole Adams at nicole.a.adams@usace.army.mil and Contract Specialist, Jaren Bowman, at Jaren.L.Bowman@usace.army.mil. This is a market survey and notification of intent only. This is not a request to respond to a solicitation. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the direction of the Government.
