Presolicitation Notice TITLE: Alaska Army National Guard (AKARNG) Aircraft Maintenance Hangar, Fort Richardson, ALASKA (JBR050) Identify set aside type PSC Code: Y1EB � Construction of Maintenance Building NAICS Code: 236220 � Commerical and Institutional Building Construction Solicitation Number: W911KB26A013 Description: This is a pre-solicitation notice for a full and open Request for Proposal (RFP) to construct a 52,047 SF Aircraft Maintenance Hangar and Aviation Operations Facility that provides consolidated multipurpose space for maintenance, repair, and major overhaul of miltary aircraft and may include maintenance bays, tech supply, production control, and quality control areas directly related to the maintenance and supervision of aircraft, component and assembly rebuilding, and quality control of aviation maintenance for AKARNG. The underlying land of the planed location is Department of Defense-owned and licensed to the State if Alaska for ARNG use. The USPFO for Alaska holds accountabilityThe estimated dollar magnitude of this project is anticipated between $65,000,000 and $75,000,000. The performance period will be approximately 1095 calendar days. The procurement will be conducted using source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/). Joint ventures must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an Offeror ineligible for award. Anticipated NTP: 17 February 2026 with a 1095 calendar-day period of performance; the Davis Bacon Act will apply. (1) PROJECT INFORMATION: Construct a 52,047 SF Aircraft Maintenance Hangar and Aviation Operations Facility that provides consolidated multipurpose for maintenance, repair, and major overhaul of military aircraft at Fort Richardson, Alaska.
