Description
Description of Work: Contract work will consist of Maintenance Dredging of the Salem River, NJ federal navigation channel to the authorized depth of 16 ft MLLW plus 1 ft overdepth, non-contour dredging, to clear approximately 200,000 cubic yards of predominantly fine-grained sediment from the channel. Beneficial use placement of the dredged channel sediments will be accomplished at designated locations within the US Fish and Wildlife Service�s Supawna Meadows National Wildlife Refuge, Goose Pond area. Optional work will include a second mobilization and additional quantity of approximately 75,000 cy. The contractor is required to have specialized experience since work requires the beneficial use placement of dredged sediments in sensitive marsh environments of a National Wildlife Refuge. Contractor must be able to demonstrate prior experience on dredging projects involving beneficial use placement techniques within environmentally sensitive coastal marshes and wetlands and knowledge of the dynamic conditions that exist for these placements. Final environmental consultations will dictate when dredging and placement may occur but dredging and placements restrictions are anticipated between 1 March and 30 June. Solicitation Number will be issued at a later time and date. Sources Sought: This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for Maintenance Dredging of the Salem River, Salem County, New Jersey. Estimated cost range of the project is between $5,000,000.00 and $10,000,000.00. The period of performance is 270 calendar days for the Base work. An Award for the Contract is anticipated for 18 May 2023. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $39.5 Million. To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than FIVE (5) pages. Responses should be sent to Zaquette Everett at zaquette.everett@usace.army.mil on or before 08 March 2023 11:59 p.m. Eastern.
