Description
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a sole source contract to Pioneering Decisive Solutions (PIDESO). This effort is for the building of the ALR-67(V)3 Advanced Test and Check (ATAC) ATAC Bench. The scope of this effort will also include support, upgrades and systems enhancements for the ATAC systems, specifically the Advanced Test and Check-Out (ATAC-4) systems for the ALR-67(V)3 lab located in Jacksonville, Florida. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, �Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements� for the proposed action. PIDESO is the original developer and sole provider of the proprietary technology and specialized expertise required to ensure continued sustainment, operational effectiveness, and electronic protection capabilities for F/A-18 aircraft. Therefore, PIDESO is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government�s requirements on a timely basis and in a cost-effective manner. The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice.
