Description

The U.S. Embassy in Mexico City has a requirement for a professional contractor to provide materials and labor, to increase the size of the Supply Side Bonding Jumper (SSBJ) at the secondary side of the LV Dry Transformers of the Mexico City NEC electrical system. The work is required to be performed in the Mexico City New Embassy Compound, located at Col. Irrigaci�n, Alcald�a Miguel Hidalgo. The existing Supply Side Bonding Jumpers (SSBJ) are undersized for dry type transformers sizes 15, 45, 75, 112.5, and 150 kVA, as well as the especial cases for 30 kVA transformers with 2/0 AWG secondary feeder and 112.5 kVA with (2) 2/0 AWG secondary feeders. Per NEC 2011, article 250.102 the SSBJ (between secondary and OCPD) need to be increased. The awarded contractor will perform the work to increase the grounding cable size (Supply Side Bonding Jumpers, SSBJ) which runs from the LV secondary side to the first panelboard of all dry transformers located into electrical rooms at New Office Building (NOB) and Parking Building (PKG). All construction contractors that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal: Be able to understand written and spoken English; Have an established business with a permanent address and telephone listing; Have the necessary personnel, equipment and financial resources available to perform the work; Have all licenses and permits required by local law; Meet all local insurance requirements; Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution; Have no adverse criminal record; Have no political or business affiliation which could be considered contrary to the interests of the United States; Have good experience and past performance records; and, Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation. All responsible sources may submit a proposal, which will be considered as long as it complies with the RFQ requirements. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a single award firm-fixed price contract. Pursuant to FAR 4.1102(a) Offerors are required to be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. Failure to be registered at time of proposal submission shall deem the offeror�s proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, you are encouraged to complete the registration process and have an active account in sam.gov prior to proposal submission.
