Description
Under this notice, the United States Army Corps of Engineers - Chicago District is issuing a Request for Quotation (RFQ) the supply and delivery of approved armor stone materials of the specified gradations, rock types, and sizes to Manistee, MI. The Contractor will deliver the stone materials acquired by this purchase by means of truck delivery or marine transportation. The contractor will also supply a stone dock meeting USACE Fleet Requirements for the delivery and storage of these materials. ****GOVERNMENT REQUIREMENTS: In this acquisition, the Government is seeking the supply and delivery of approved armor stone materials of the specified gradations, rock types, and sizes to Manistee, MI. The Contractor will deliver the stone materials acquired by this purchase by means of truck delivery or marine transportation. The contractor will also supply a stone dock meeting USACE Fleet Requirements for the delivery and storage of these materials. For any questions other than system issues, please contact James Parizek via email at James.P.Parizek@usace.army.mil and include in the subject line the solicitation number, W912P626QA009. ****Electronic Method of Submissions: The Procurement Integrated Enterprise Environment (PIEE) is the only authorized electronic transmission method for responses to this RFQ. NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED. In order to submit a quote in response to this RFQ through PIEE, offerors must be registered and in an active status in the System for Award Management (SAM). ****PIEE System Registration: Your firm must register with sam.gov as a pre-requirement to do business with the federal government and prior to registering with the DoD Procurement Integrated Enterprise Environment (PIEE). Your firm must register with PIEE in order to access the solicitation and submit quote responses. Use the PIEE System Registration link: https://piee.eb.mil, and follow the instructions on their website. For detailed steps on how to set up vendor registration, visit: https://pieetraining.eb.mil/wbt/xhtml/wbt/portal/overview/vendorRegister.xhtml. On this page, click on the Vendor User Registration Doc, which will guide you through the process of registering as a vendor and ensure you select SOL-Solicitation in the drop-down list, choosing the Proposal Manager role for proper permissions. ****Technical Difficulties: Prospective vendors may experience difficulties, either because the PIEE system is not operational, the vendor has not properly registered in PIEE, or the vendor is encountering other technical difficulties. In the unlikely event that the PIEE system is not operational, and vendors are unable to access or use the system, offerors must immediately notify the Contracting Officer and provide sufficient evidence to demonstrate the system is not operable. If the PIEE Solicitation Module is indeed down, the Contracting Officer may authorize an alternate method for bid submission, such as via email to the Contracting Officer and Contract Specialist. However, offerors must obtain prior approval from the Contracting Officer to use the alternate submission method. Notifications and approvals must occur prior to the submission deadline and be in writing.For any issues related to registration or other technical difficulties, offerors must contact the PIEE helpdesk directly (866-618-5988) and not the Contracting Officer. ****DUE DATE AND TIME: The Contractor submittal packages must be received by the USACE - Chicago District Office no later than 1:00 pm (Central Time) on 5 March 2026. All questions must be submitted prior to noon (Central Time) on 3 March 2026. This announcement constitutes the only solicitation, and the Government will not reimburse any offerors for their submission. Please reference the subject solicitation number on all correspondence.
