Description
Solicitation W912CL26RA0002 issued for Base Operations Support at Apiay Air Base near Villavicencio, Colombia. The contractor shall provide non-personal services to include repair and maintenance of facilities and equipment, grounds maintenance, housekeeping / janitorial services,administrative support, property accountability, cargo movement, and management of billeting facilities. Described in the pre-solicitation notice, a pre-proposal conference / site visit is scheduled for May 13th. Intended start time is 0900, recommend arrival at the site for base access processing 0800-0830. Attendees must bring the document(s) submitted for the OFICIO. Questions are due in writing (email) to nathanial.d.gaunt.civ@army.mil and erika.g.barrera.civ@army.mil in English, no later than 02:00 PM Central on May 14th. Vendors shall use Solicitation Attachment 3 to submit the questions. Questions received in the body of an email instead of Attachment 3 may not be answered. The solicitation consists of the following documents: 1. SF1449 Solicitation - includes SF1449 for fill-in, CLINs, clauses and provisions. 2. Solicitation Attachment 1 PWS. There are two PWS "attachments" and one Technical Exhibit at the end of the document. 3. Solicitation Attachment 2 Addenda to 52.212. If there is any inconsistency between Attachment 2 and the full text provisions in other documents, Attachment 2 supersedes them. 4. Solicitation Attachment 3 Q&A Spreadsheet. Vendors shall submit questions / RFIs on the attached Spreadsheet, to include document reference. 5. Solicitation Attachment 4 Full Text 52.212-1. 6. Solicitation Attachment 5 Past Performance Questionnaire. The offeror submits the questionnaire to their past performance references, who then submit directly to nathanial.d.gaunt.civ@army.mil and erika.g.barrera.civ@army.mil. See instructions in Solicitation Attachment 2. The following PWS attachments / Technical Exhibits are available upon request by emailing nathanial.d.gaunt.civ@army.mil and erika.g.barrera.civ@army.mil. a. PWS Attachment 3; DD254. This document is pending final review and signatures. b. PWS Attachment 4: GFP List. The Government Furnished Property (GFP) List consists of tools and equipment for contractor use in performing the contracted services. The GFP List will change between solicitation issuance and contract award. All Contractor Acquired Property (CAP) - Materials (consumables) of the incumbent contract will be added as GFP for the purposes of contract turnover. c. PWS Attachment 5: Materials List Template. The Materials List is for recording all CAP during the contract. Starts empty, as all Materials of the incumbent contract are GFP. The contractor may create and use their own format instead of the template. d. PWS Attachment 6: Incidental Property List. This document is being updated to reflect Government Property on site that is not categorized as GFP. Those attending the site visit will have an opportunity to see the Property locations on site. e. PWS Tech Exhibit B Apiay Footprint. Overhead view of primary facilities in the U.S. footprint at Apiay Air Base. f. PWS Tech Exhibit C Apiay Mowing. An outline of areas the contractor is responsible for mowing / providing grounds maintenance. g. PWS Tech Exhibit D Apiay Buildings. An description of buliding numbers / layout of the "Upper 40" and "Lower 40" facilities. h. PWS Tech Exhibit E GFP and CAP CDRL. Full description of deliverable 10. i. PWS Tech Exhibit F GFP and CAP CDRL Template. Change is to correct a Typo in Solicitation Attachment 2 Addenda to 52.212.. There is no Amendment associated with this posting update.
