Introduction / Purpose: This is a Market Survey/Request for Information (RFI) for Enterprise Financial Services (EFS) II. The purpose of this Market Survey/ Request for Information is to: Inform industry of the Federal Aviation Administration�s intent to conduct a competitive source selection for Enterprise Financial Services (EFS) Two (II) services; Survey the marketplace to assess the level of interest and capabilities among qualified providers of the required services as well as whether adequate competition exists to set-aside the competition among small businesses; Request comments on the draft statement of work (SOW) for EFS II and responses to the questions contained below and; Obtain industry input to assist FAA in finalizing its EFS II acquisition strategy and documentation; and Background: This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.2.1. Interested parties are advised that: This is not a Screening Information Request (SIR) or Request for Proposals; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and Any costs associated with responding to this Market Survey/RFI are incurred solely at the interested party�s expense. FAA, at its sole discretion, may contact one, some, all, or none of the respondents to the Market Survey/RFI and ask for additional information. No evaluation of vendors will occur and vendor participation in any informational session is not a promise for future business with the FAA The anticipated NAICS code is 541219 Other Accounting Services. General Instructions: All responses must be limited to 30 pages (PDF File, Times New Roman, 12 Point Font). Responses to this Market Survey/RFI will be used for informational purposes only and must not be construed as a commitment or a promise to contract by the Government. The FAA prefers that no protected or proprietary information be submitted; however, if such data is provided despite this request, respondents must clearly mark the title page with the protective legend cited below. If the response includes data in the response that the respondent does not want to be disclosed to the public or for the FAA to use except for review purposes, please mark the title page with the following legend in compliance with AMS 3.2.2.3-16 �Restricting, Disclosing and Using Data� (April 2024): �This response includes data that must not be (1) disclosed outside the FAA and (2) duplicated, used, or disclosed -in whole or in part- for any purpose other than to review this response. Questions regarding this market survey will be answered in the order in which they are received. The last day to submit questions is on June 11, 2026, at 5:00 p.m. Eastern Standard Time (EST). The vendor�s response to the market survey must be sent to the primary Contracting Officer, Stephen Young, at Stephen.Young@faa.gov. The vendor must also send their response to the alternate Contracting Officer, Karina Espinosa at Karina.espinosa@faa.gov. The responses must be sent no later than 5:00 p.m. Eastern Standard Time (EST) on June18, 2026. Responses should be complete and demonstrate capability, not merely affirm the respondent�s capability (e.g.: The response must go beyond the statement that, �XYZ company can provide O&M support.�). Questions: Recommend performance and customer satisfaction measures and indicators that would give FAA the ability to monitor the quality of the services provided. Has your firm provided similar support to federal clients before? If so, please describe this support and provide information on the size (in terms of FTEs and total contract value) of the effort(s). If applicable, describe how the approaches outlined in your response to the first question proved successful in performing these services. How do you mitigate service disruption during transition? What are the highest transition risks and your mitigation strategies? Provide examples of innovation that resulted in measurable cost savings. The Draft SOW describes the nine high-level work areas in which FAA requires support services. It also provides information on the business and technical environment in which the Contractor(s) will function. Using section C.1.3 as a guide, provide a brief narrative explaining how your firm would provide the full range of highly specialized, budget and finance-related services that FAA requires. As noted in the instructions above, the narrative should demonstrate your firm�s capabilities to perform the work, not merely state that your firm can provide the services. Are the work areas and the capabilities required clearly defined? What changes, additions, updates, and clarifications would you suggest? The FAA encourages teaming arrangements. Describe any planned use of Joint Venture arrangements, or an FAA approved Mentor Prot�g� arrangement to fulfill this requirement. Does your firm have any existing contract vehicles (e.g. GSA Federal Schedules, Government wide Acquisition Contract, eFAST etc.) that FAA could use to acquire the services it requires? Provide information about any available vehicles including the contract number, the contract ceiling, and contact information for the agency/office that administers the contract. Confirm whether every work area in the draft SOW is in scope of the contract vehicle cited. Also discuss whether all labor categories necessary to successfully perform the work are on that vehicle�s labor schedule. Will the FAA have the right to use, release to others, reproduce, distribute, or publish any data first produced or specifically used by the Contractor in the performance of this contract? Identify your company�s business size (i.e., Small or Large Business) relative to NAICS code 541219, as well as for any NAICS codes you suggest. For small businesses, also identify your socio-economic status (e.g., Service-Disabled Veteran-Owned Small Business), as applicable. Please indicate whether your interest in EFS II is as prime offeror or subcontractor / team member. Attachments: Draft SOW Amendment 0001: The purpose of Amendment 0001 is to extend the market survey deadline from June 18, 2026 to July 2, 2026.
