Description
The Naval Air Systems Command (NAVAIR) intends to award a delivery order under Basic Ordering Agreement (BOA) (N0001918G0020) to Bell Boeing on a sole source basis for non-recurring engineering efforts. These efforts are required to redesign the current Engine Air Particle Separator (EAPS) Blowers and Inlet Guide Vanes (IGVs) (Left-Hand Engine: Inboard IGV and Blower; Right Hand Engine - Outboard IGV and Blower) on United States Navy (USN) and United States Marine Corps (USMC) V-22 Osprey aircraft. The redesign of the EAPS and IGV are intended to improve the functionality of the blower and improve performance to its intended state. Currently the EAPS and IGV stall in areas of the flight envelope where a stall should not occur, which poses a safety risk to aircraft and aircrew. Contract deliverables will include engineering change proposals, manufacturing drawings, operating instructions and limits, maintenance instructions, rework/repair procedures, life limits, reliability and maintainability predictions, technical reports, specification change notices, and test reports. The period of performance for these task orders will be one year during Calendar Year 2026. These awards are based on Title 10 U.S.C �2304(c)(1), as implemented at FAR 6.302-1, only one responsible source or no other supplies or services will satisfy agency requirements. No additional written information, formal request for proposals, or solicitation is available at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND IS ISSUED IN ACCORDANCE WITH THE REQUIREMENTS OF FAR 5.2. GENERAL INFORMATION: Bell Boeing is the sole designer, developer, and integrator of the above engines and is uniquely qualified to provide the complete range of program support required by the fleet. In addition, Bell Boeing is the only known firm that possesses the technical data necessary to fulfill the Government's requirements. However, responsible sources are encouraged to submit a response to this notice in writing that contains information that may be used by the Government to determine whether to conduct competitive procurements(s). A determination by the Government not to open this class of requirements to competition based upon response(s) to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Information provided herein is subject to change and in no way binds the Government.
