Description
NOTICE OF INTENT/NOTICE OF PROPOSED CONTRACT ACTION. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division (CCSD), Air & Ground Contracting Branch (AFLCMC/HNCKA) hereby gives notice of its intent to award a Brand Name purchase order for �Circle Seal Check Valves.� This brand name purchase order will be executed in accordance with the Revolutionary Federal Acquisition Regulation Overhaul, Part 12, Acquisition of Commercial Products and Commercial Services. The North American Industry Classification System (NAICS) Code is 332911 and the Size Standard is 750 Employees Qty � 300 Check Valves Brand Name - Circle Seal Manufacturer � Circle Seal Controls This is not a request for competitive proposals and no solicitation is available. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If a firm believes it is capable of meeting the Government�s requirement, it may identify its interest and capability to the Contract Specialist and/or Contracting Officer within five (5) business days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. 2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). 3. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, [Insert names, addresses, telephone numbers, facsimile numbers, and e-mail addresses of Center/MAJCOM/FLDCOM/DRU/DAFRCO ombudsman/ombudsmen]. The ombudsman has no authority to render a decision that binds the agency. 5. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
