Description
ATTENTION THE REVISED SOLICITATION NUMBER IS W912HY-20-B-0001 The U.S. Army Corps of Engineers, Galveston District Office requires a dredging contract for the Sabine Neches Waterway, Texas, Neches River Channel Anchorage and Turning Basin No. 1 in Jefferson County, Texas, Pipeline Dredging. Project Information: The work consists of Schedule No. 1 - Maintenance pipeline dredging totaling approximately 1,326,000 cubic yards (CY), with placement at placement area (PA) No. 17 along a stretch of the inside toe of the existing perimeter dike and shaped to drain to the inside of the PA. Completion Time: Schedule No. 1 - 149 calendar days. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the amount of $3,375.00 for each calendar day of delay until the work is completed or accepted. The contractor will be required to provide Performance and Payment Bonds within (2) calendar days after award. The contractor shall begin work within (10) calendar days after acknowledgement of the notice to Proceed. The Solicitation issued will be Firm Fixed Price. The magnitude of this project is between $10,000,000 and $25,000,000. The solicitation is advertised as "UNRESTRICTED-FULL & OPEN COMPETITION TO BOTH LARGE & SMALL BUSINESSES". The North American Industrial Classification System (NAICS) Code applicable to this project is 237990 - Dredging: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. The Small Business Size Standard is $30 Million. The solicitation will be issued on or about 7 Oct 2019. Response date is 6 November 2019 @ 2:00 PM (All bids must be submitted electronically via FBO site). The estimated award date for this project is 29 November 2019. Subcontracting goals for the Galveston District are: 50.0% - Small Business; 17.0% - Small Disadvantaged Business; 18.0% - Woman-Owned Small Business; 10.0% - HubZone Small Business; 8.5% - Veteran-Owned Small Business and 4.0% - Service Disabled Veteran-Owned Small Business.
