PERFORMANCE WORK STATEMENT (PWS) Rental of Inpatient Hospital Beds, Mattresses, and Accessories VISN 15 Veterans Affairs Medical Centers 1.0 SCOPE The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 15, requires the rental, delivery, setup, maintenance, and pick-up of various inpatient hospital beds, mattresses, and associated accessories. Items will support inpatient units including Intensive Care Units (ICU), Acute Care, Specialty Care Units, Spinal Cord Injury (SCI), and Community Living Centers (CLC) located within VISN 15 facilities. The contractor shall provide all labor, equipment, transportation, materials, tools, supervision, and services necessary to fulfill this requirement on a 24/7 basis. 2.0 APPLICABLE LOCATIONS Services and deliveries shall be provided to the following VISN 15 Medical Centers: � VAMC Marion IL � 2401 W Main St. Marion IL 62959 � VAMC Kansas City � 4801 Linwood Blvd, Kansas City MO 64128 � VAMC St. Louis (John Cochran) � 915 North Grand Blvd, St. Louis MO 63106 � VAMC St. Louis (Jefferson Barracks) � 1 Jefferson Barracks Drive, St. Louis MO 63125 � VAMC Columbia � 800 Hospital Drive, Columbia MO 65201 � VAMC Poplar Bluff � 1500 N. Westwood, Poplar Bluff MO 63901 � VAMC Wichita � 5500 E Kellogg, Wichita KS 67218 � VAMC Topeka � 2200 Gage Blvd, Topeka KS 66622 � VAMC Leavenworth � 4101 S. 4th St. Trafficway, Leavenworth KS 66048 3.0 REQUIREMENT SUMMARY The contractor shall provide rental of the following categories of equipment: � Standard Hospital Bed/Unit � Bariatric Bed/Unit � Bariatric ICU Bed/Unit � Critical Care ICU Bed � Air-Fluidized Therapy Bed � Low Air Loss Therapy Surface (Overlay) � Foam-Type Pressure Redistribution Surface � Low Bed Each category of equipment must meet the specific technical requirements listed in Section 6.0. 4.0 GENERAL REQUIREMENTS The contractor shall: 4.1 Provide delivery, setup, installation, training, maintenance, troubleshooting, and pick-up for all rented equipment. 4.2 Provide service and technical support 24 hours per day, 7 days per week. 4.3 Deliver rental equipment within 4 hours of order (except air-fluidized beds requiring 24-hour sterilization). 4.4 Pick up equipment within 24 hours of VA request. 4.5 Ensure all equipment includes: � Maximum weight capacity labeling � Service contact information � Operator�s manual � Ground clearance of at least 6 inches � Inspection to prevent entrapment hazards (per FDA guidance) 4.6 Provide staff training on operation, controls, safety features, and troubleshooting at time of delivery. 5.0 UNIT TYPES SUPPORTED Rental equipment must be appropriate for use across the following unit types: � ICU � Acute Medical/Surgical Units � Burn Units � Oncology � Orthopedics � Neurology � Psychiatric � Spinal Cord Injury (SCI) � Community Living Center (CLC) � Domiciliary Care Units 6.0 DETAILED TECHNICAL REQUIREMENTS Below are the performance requirements for each equipment category. (These sections are organized to match common VA procurement formatting and remain fully traceable to your original SOR.) 6.1 Standard Hospital Bed � Fully electric; adjustable height 15"�32" � Removable head/foot boards � Trendelenburg/Reverse Trendelenburg � Pressure-redistributing surface � Compatible with low-air-loss surface � Built-in scale and bed-exit alarm � Interfaces with nurse call and TV systems � Supports up to 500 lbs � Central locking/steer function � Safety alarms for power failure � Emergency power shutoff � Optional: trapeze, side rail extenders, bolster cushions 6.2 Bariatric Bed/Unit � Fully electric � Power Drive system required � Supports 1000�1500 lbs � Built-in scale and exit alarm � Pressure-redistribution system � Trendelenburg/Reverse Trendelenburg � Adjustable width up to 54 inches (desirable) � Length up to 100 inches � Central lock/steer system � Emergency shutoff and power-failure alarms 6.3 Bariatric ICU Bed Includes all features of Bariatric Bed plus: � Percussion/vibration therapy � Continuous lateral rotation therapy (CLRT) � Powered turn-assist � Full chair and chair egress with stand assist � Therapy-mode safety stops when rails down 6.4 Critical Care ICU Bed Includes all Standard Bed features plus: � Percussion/vibration therapy � CLRT � Powered turn-assist � Full chair and egress assist � Adjustable IV poles � Restraint anchor bars (bilateral) � Power Drive (required) 6.5 Air-Fluidized Therapy Bed � Air-fluidized microclimate management � Heated beads; adjustable temperature � Rails (full or quad) � Lockout control � Supports up to 350 lbs � Length up to 93"; width up to 42" � Optional: Hi/Low capability, head elevation, trapeze 6.6 Low Air Loss Therapy Surface (Overlay) � Foam base ?2.5" or LAL air chamber ?10" � Alternating pressure � Microclimate management � Turn-assist � Exit alarm � Width up to 36" (48" bariatric) � Length up to 85" � Weight support 500 lbs (standard), 1000 lbs (bariatric) 6.7 Foam-Type Surface � Minimum 6" foam depth � Anti-skid base; sealed seams � Anti-microbial properties � Fits bed with no entrapment gaps � Supports ?500 lbs � Width ?35"; length ?76" 6.8 Low Bed � Electric height adjustment: ?10" low; ?36" high � Quad rails; scale with exit alarm � Trendelenburg/Reverse Trendelenburg � Supports up to 500 lbs � Battery backup � Call light/TV system interface � Pressure redistribution mattress � Central lock/steer 7.0 MAINTENANCE REQUIREMENTS � Contractor shall perform all preventative and corrective maintenance. � All maintenance is included in rental cost. � Maintenance records must be provided upon request. � Contractor must ensure all equipment is clean, safe, and fully functional prior to delivery. 8.0 PERFORMANCE STANDARDS � Delivery Time: ?4 hours (except fluidized beds) � Pick-up Time: ?24 hours � Uptime Requirement: 100% availability of provided rental equipment � Safety Compliance: Full compliance with FDA entrapment guidelines 9.0 PERIOD OF PERFORMANCE To be defined by the VA (typically 12-month base with option periods). 10.0 PLACE OF PERFORMANCE All work will be performed at VISN 15 VAMC facilities identified in Section 2.0. 11.0 SECURITY AND PRIVACY Contractor personnel must comply with VA facility access requirements. No patient data handling is anticipated.
