Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to award a sole source contract to Northrop Grrumman Systems Corporation (NGSC) to procure varying quantities of AN/AAQ-24 DoN LAIRCM hardware, engineering (hardware/software), program management, configuration management, test, other engineering support, and associated support equipment, as required, for FY27-FY29. The hardware procurement includes the following: Control Indicator Unit Replacements (CIURs) DoN LAIRCM Processors (DLP) Infrared (IR) Missile Warning System (MWS) Sensors Advanced Threat Warning (ATW) Sensors Multi-Role Electro-Optical End-To-End Test Sets (MEONs) Guardian Laser Transmitter Assemblies (GLTAs) GLTA Joint Standard Packaging (JPACs) Shipping Containers High Capacity Cards (HCCs) Smart Connector Assemblies (SCAs) Personal Computer Memory Cards, International Association (PCMCIAs) THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible businesses capable of providing the supplies and services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." NGSC is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-24 which is suitable for competition.
