Description

Stringout Construction (Rehabilitation) at Ensley Engineer Yard (EEY) The work consists of furnishing all labor, materials, tools, and equipment to complete the work as shown and as specified for the Stringout Replacement at EEY, and incidental related work. The project is divided into a base project and six (6) options. The work involves: Removal of the existing steel ramp that extends from the yard to the floating docks; Demolition and removal of existing ramp abutment; Removal of existing timber piles, steel pipe piles, and concrete piles; Demolition and removal of concrete piles and pile caps from existing railroad trestle; Excavation, dredging and disposal of materials; Installation of steel floats (GFE); Installation of a new landing barge; Providing new steel pipe piles and steel-framed pile clusters; Providing donut fenders; Providing new utilities (electrical power, lighting, lightning protection, potable water, fire water, telecom, compressed air); Construction of a new steel connector bridge; Construction of an electrical substation, including equipment foundation; Construction of abutment and landside approach to the connector bridge; All earthwork activities for connector bridge; and all incidental related work. The base project work shall be completed sequentially from Phase 1 to Phase 2, to allow continued operation of the Ensley Engineer Yard. Phase 1 shall be completed before the start of Phase 2.For options when awarded, they they shall be completed in the sequence directed by the Government. Acquisition Strategy: The acquisition will be conducted as an unrestricted procurement with a HUBZone Price Evaluation Preference, using a Best Value Tradeoff source selection process. A Project Labor Agreement (PLA) will be required.Magnitude of Construction: Between $25,000,000 and $100,000,000.
