Description
Solicitation Notice � Indefinite Delivery/Indefinite Quantity (IDIQ) Western-Range Operational Ordering Contract for Infrastructure Enhancement (WOOKIE) Multiple Award Construction Contract (MACC) at Vandenberg Space Force Base (VSFB), California (CA) Department of the Air Force, Space Launch Delta 30, 30 CONS, 1515 Iceland Ave, Room 150, Vandenberg SFB, CA 93437-5212. This Request For Proposal (RFP), FA461025R0006, will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This acquisition is being solicited as a set aside for 8(a) Program Participants registered in the North American Industrial Classification System Code (NAICS) of 236220, Commercial and Institutional Building Construction. All other 8(a) firms will be deemed ineligible to submit offers. The award is anticipated to be comprised of up to five (5) IDIQ contracts with a five (5) year base and one (1) two (2) year option. The NAICS code is 236220 and the size standard is $45M. This acquisition will be procured pursuant to the requirements in FAR Part 15 Contracting by Negotiation and FAR Part 36 Construction and Architect � Engineer Contracts. The WOOKIE MACC will provide a competitive vehicle for executing a broad range of maintenance, repair and new construction of buildings, facilities, or base infrastructure, performed under a design/build or bid/build process at VSFB and VSFB remote locations. The remote locations for VSFB include Oak Mountain, Vandenberg Village Antenna Farm, Pillar Point Air Force Station, Anderson Peak, Laguna Peak, Santa Ynez Peak, Naval Base Ventura County Point Hueneme, Naval Base Ventura County Point Mugu, and Orcutt Hill. The Government intends to award using Highest Technically Rated Offeror (HTRO) with a Fair and Reasonable Price procedures in accordance with FAR Part 15, Contracting by Negotiation, FAR Part 36 Construction and Architect � Engineer Contracts, and the Department of Defense (DoD) Source Selection Procedures. The RFP and subsequent amendments will be available via the System for Award Management (SAM) (https://www.sam.gov). Prospective offerors must be registered in the SAM to be eligible for award. No paper copies of the RFP, specifications, or plans will be issued from this office. It is important to read the RFP completely, as there are terms and conditions that must be met by the prospective offeror for the proposal to be considered responsive. Required Point of Contact: WOOKIEMACC2025@groups.af.mil Notice to Potential Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror of any cost. Industry Day/Pre-Proposal Conference: An Industry Day/Pre-Proposal Conference is scheduled for Thursday, 20 February 2025 at 09:00 AM Pacific Time. The purpose of the Industry Day/Pre-Proposal Conference is to provide prospective offerors details on the request for proposal and is not intended for contractors to present their capabilities. The Industry Day/Pre-Proposal Conference will be held online and in-person at 1515 Iceland Avenue, Building 8500, Room 215A (RRC), VSFB, CA 93437. Details regarding connecting to the online stream are forthcoming. Contractors wishing to attend the conference in-person must RSVP by email to WOOKIEMACC2025@groups.af.mil no later than 18 February 2025 at 3:00 PM Pacific Time. The RSVP must contain: The company name The names of attendees (Attendees will be limited to 3 individuals per company due to limited room capacity) **For individuals that do not have base access, please include the request for base access in your RSVP and provide the attendees names as they appear on the individuals driver�s license or Government issued ID. RAPIDGate does not work at Vandenberg SFB.** Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government representatives with further information regarding the conference. Attendance to the Industry Day/Pre-Proposal Conference is not mandatory for contractors interested in proposing on the RFP; however, it is highly recommended. Pre-Proposal Questions/Requests for Information: All Pre-proposal Questions and Requests for Information (RFIs) shall be submitted to the point of contact email (WOOKIEMACC2025@groups.af.mil) no later than 12:00 PM Pacific Time on 27 February 2025. Official responses are expected to be issued on this SAM post on or about 5 March 2025. Responses to questions asked during the Industry Day/Pre-Proposal Conference are not considered official. Questions/RFIs received as part of the draft RFP were posted with the synopsis. Proposal Due Date: Proposals are due by Thursday, 13 March 2025 by 12:00 Pacific Time. NOTE: It is the responsibility of all potential offerors to monitor this site for release of any future notices or release of solicitation amendments.
