Amendment 0002 Further questions from industry and responses. 1. How long, once we pull the equipment, do we have to put the system back online? According to the fuel techs at site, they need fuel daily. 2. How long can the system be down? 3. The PWS in Para 1.4 states �Replace the fuel farm Motor� and �Rebuild the Pump,� but in PRS #1 it states ��replace the pump, rebuild the motor...� Which is correct? 4. Since no one knows what�s wrong with the meter, why not replace it? Response from unit representative: �We could afford to have the fuel farm down for two or three days. If this will require longer we can definitely coordinate something on our side for a longer repair time but that would not be preferred. We would like to replace both motor and pump to reduce down time on this project. We would also like to replace the meter if possible.� End of Amendment 0002 -------------------------------------------------- Amendment 0001 Questions from Industry with responses (also see attachment "W9124X26QA004 0001 Questions and Answers") Request For Information (RFI) 1: What is the make and model of the pumping unit? Gorman-Rupp Pumps Model No. RD3A31 BAR~ RFI 2: Motor nameplate data/specifications. The data plate is weather worn, but appears to state: NO C97000007 SER # C1904040472 SPEC 12-0000-0485 CAT. SMITH, AR U.S.A. NP0015XPSLEV RFI 3: Confirm whether the unit is mobile or installed at a fixed refueling rack location. Installed at a fixed refueling rack location. RFI 4: Drive configuration. Coupled system. RFI 5: Coupler model/type. Unfortunately, the manual does not go into this level of detail. RFI 6: Additional pictures of equipment. Included in attachment 'W9124X26QA004 0001 Questions and Answers." End of Amendment 0001 -------------------------------------------------- Description of Requirements: (a) The United States Property and Fiscal Office Purchasing and Contracting Division on behalf of the NVARNG AASF requires fuel farm replacement of the pump motor, rebuild of the pump, and repair to the meter to reliably pull fuel from the underground tanks into the refueling vehicles. Previous damage to the fuel farm�s Scully switch and bypass of the safeguards on it placed undue stress on the motor, pump and meter, which are beginning to fail. If the motor or pump seizes, the fuel farm will be unable to deliver fuel from the tanks into the HEMTT refueler vehicles. They also have the potential to overheat and set the fuel farm on fire. 1. Objectives: A. Replace the fuel farm Motor. B. Rebuild the pump. C. Repair the fuel meter. (b) There is no current contract for this requirement. (c) Dates with Line Item Numbers (LINs): (1) LIN 0001 Fuel Farm Motor Replacement (1-12 June 2026); (2) LIN 0002 Fuel Farm Pump Rebuild (1-12 June 2026); (3) LIN 0003 Fuel Farm Meter Repair (1-12 June 26) (d) The NVARNG is offering interested parties the opportunity for a site visit on 16 April 2026 at 11:00 A.M. PST in order to see the equipment that needs repairs. Site Address: Harry Reid Training Center 20000 Army Aviation Drive Reno, NV 89506 The site visit POC is Contract Specialist Andrew Simbeck. Interested parties do not have to attend to submit a quotation in accordance with FAR 52.237-1. The NVARNG will not offer other site visits. (e) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Price Conformance to Technical Requirements Past Performance (f) See attached "Solicitation - W9124X26QA004" and "PWS -Fuel Farm Motor and Pump" for a full description of requirements. (g) Questions/Clarifications submisison date and time: Tuesday, April 21, 2026 11:30 PM PDT. Responses will be consolidated and posted as an amendment to this solicitation.
