SUBJECT: Solicitation Number 191N6526R0003 � Binding Services for Publications and Manufacture of Pecha Boxes for the Library of Congress � New Delhi Office (LOC-Delhi), American Embassy, 24 Kasturba Gandhi Marg, New Delhi The Embassy of the United States of America invites you to submit a proposal for binding services for publications and the manufacture of Pecha boxes for the Library of Congress � New Delhi Office (LOC-Delhi), located at the American Embassy, 24 Kasturba Gandhi Marg, New Delhi. If you would like to submit a proposal, please refer to Section 3 � Solicitation Provisions and read carefully to understand the submission requirements. Proposals must be submitted electronically to newdelhibids@state.gov. Physical samples must be submitted at your own cost to the Contracting Officer on the submission date before 1700 hours at the following address: GSO Procurement Office, Gate C, Chandragupta Marg, New Delhi, India IMPORTANT: Offerors must be registered in the System for Award Management (SAM) at the time of offer submission and at the time of award, in accordance with FAR 52.204-7 and FAR Subpart 4.11. Proposals submitted after the deadline or to any email address other than newdelhibids@state.gov will be disqualified, as per FAR 52.212-1(f) and FAR 15.208. It is the responsibility of the offeror to ensure that all required documents and samples are submitted in accordance with the solicitation instructions and by the stated deadlines. Proposals that do not comply with the requirements specified in Section 3 may be deemed incomplete and excluded from further consideration. The Embassy intends to award the contract to the lowest-priced, technically acceptable offeror who is a responsible contractor, in accordance with FAR 15.101-2 � Lowest Price Technically Acceptable Source Selection Process. The Government intends to make award based on initial proposals without holding discussions, as permitted under FAR 15.306(a)(3). However, it reserves the right to hold discussions with companies in the competitive range if determined necessary. Offerors are requested not to submit the entire solicitation document. Only the following documents must be submitted electronically: SF-1449 Section 1, Block 23 Section 5 � Representations and Certifications Additional information as required in Section 3 Physical samples (as described) to GSO Procurement Office, Gate C, Chandragupta Marg, New Delhi Your proposal must be submitted electronically to newdelhibids@state.gov by 5:00 P.M. on or before January 6, 2026. Proposals received after this time will be handled in accordance with FAR 52.212-1(f) and FAR 15.208. Questions and Clarifications If any offeror has questions regarding this solicitation, they must submit their inquiries using the attached �Vendor Questions Template.xlsx�. This Excel sheet must be completed in full and submitted via email to vedij@state.gov no later than December 13, 2025, 5:00 P.M. IST. Late questions will not be answered. The Government reserves the right to issue amendments or clarifications in response to questions. Offerors are advised to monitor their email for any updates.
