Description

THIS IS A PRESOLICITATION NOTICE ONLY. This is not a solicitation or request for quote and no purchase order will be awarded as a result of this notice. The National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), on behalf of NOAA�s Office of Response & Restoration, Assessment & Restoration Division (ARD) has a need to purchase an annual subscription for human mobility data with two one-year options to renew the subscription. The North American Industry Classification System (NAICS) code is 518210. The small business size standard is $40 million. The solicitation is being issued on an unrestricted basis in which all businesses regardless of size can submit a quote that will be considered by the Government. It is estimated that a purchase order will be in the month of May 2026 with the annual subscription services starting on June 1, 2026 through May 30, 2027 with two one-year options to renew. NOAA ARD Economists have been investigating and analyzing Human Mobility Data (HMD) sourced from multiple data providers. ARD now seeks to enter into a data subscription agreement with a qualified provider to the data. ARD and NOAA partners plan to use HMD to study recreational and other human uses (by the public) of coastal natural resources in the US. ARD's specific applications involve the effects of oil spills and toxic waste sites on human use. Partners within NOAA plan to use the data for related applications such as monitoring marine sanctuary use and more general valuation of environmental amenities. The most important data product for this work is a vendor's count of unique devices per day within specified polygons. NOAA is also interested in point of origin data and any available metrics on data and measurement variability, etc. All data provided to NOAA must be anonymized and free of potential Personally Identifiable Information (PII). Key features of the subscription include: 1.1 Nationwide coverage of the United States 1.2 Unlimited access to a provider's library or an access quota of sufficient size so that NOAA staff can investigate approximately 15 discrete projects per year. 1.3 The Contractor shall provide all non-confidential and non-proprietary documentation related to the data, including, but not limited to, data codebooks, methodology statements, and detailed descriptions of all processing and quality control steps. The provided documentation should be comprehensive enough to allow the Client to understand the data, its limitations, and how it was collected and processed. Any information withheld due to confidentiality or its proprietary nature, should be replaced by a general description of the withheld information so that the Client can understand the qualitative concepts and mechanics of omitted information.etc. 1.4 Customer service: ARD anticipates, based on previous experience, that questions for the data provider will arise and support to answer NOAA's questions regarding the nature and construction of the data will be needed. 1.5 Sharing permissions: data can only be useful for NOAA without restrictions on the further sharing of data with partners, co-trustee agencies, courts and the public. The solicitation and subsequent purchase order will be issued utilizing the procedures in Federal Acquisition Regulation (FAR) Subpart 13.5 Simplified Procedures for Certain Commercial Items. To be eligible for award, quoters must be registered and have an active record as of the date of the quote is submitted in the System for Award Management (SAM) at https://www.sam.gov/SAM//. The solicitation will be issued on/or about January 8, 2026 and quotes will be due on/or about February 17, 2026. A virtual preproposal conference will be conducted for interested vendors on/or about January 20, 2026. The details of the virtual preproposal conference will be available in the solicitation.
