Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. ASRC Federal Gulf State Constructors, LLC, the Prime Contractor to the U.S. Government at Vance Air Force Base, issues this solicitation on behalf of the U.S. Government under the Vance AFB BOS contract. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. It is the sole responsibility of all offerors to frequently check this posting on SAM.gov for any amendments, updated attachments, or changes to this solicitation. Failure to acknowledge and comply with posted amendments may result in a quote being deemed non-responsive. Funding Notice (Unfunded Requirement): Funds are not presently available for this requirement. No award will be made until funds are available. AFGSC and/or the Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event AFGSC or Government cancels this solicitation, AFGSC nor the Government has any obligation to reimburse any offeror for any costs. Quote Validity: Quotes must remain valid for 180 days after the solicitation close date of July 01, 2016. This extended timeframe will provide the government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process. Offers providing less than 180 calendar days for solicitation will not be considered or accepted. Bid Requirements: AFGSC requires a qualified contractor to provide all labor, materials, tools, supervision, equipment, transportation, and incidentals necessary to perform complete roofing replacement at three phases in facilities F200 Administration, F200 Warehouse F244. Work includes (summarized from specifications and drawings): � Full roof deconstruction and removal of existing roofing systems � Removal of existing underlayment, gutters, downspouts, fascia, and standing-seam metal roofing � Installation of: � R-30 nailbase insulation assemblies � Fire-resistant underlayment � New double-lock standing seam metal roofing � New gutters, downspouts, flashing, and trim � Insulated metal wall panels � Structural modifications at gable ends and lean-to transitions � Lightning protection system requirements � Environmental compliance and construction waste management Specifications and drawings govern all details (As attached) CLIN Structure (FFP - Base + Additive Options) Clin 0001 - Base Bid - Repair Roof F200 Administration (XTLF 18-1014A PA) � Roof deconstruction, replacement, insulation, flashing, gutters, downspouts, and all associated work. � Period of Performance; 120-day non-performance period, 120-day performance period, Total: 240 days CLIN 0002 - ADDITIVE OPTION 1 - Repair Roof F200 Warehouse (XTLF 18-1014 PB) � All work equivalent in scope categories to the Base CLIN, applied to F200 Warehouse. � Period of Performance: +120 days beyond Base POP CLIN 0003 - ADDITIVE OPTION 2 - Repair Roof F244 (XTLF 26-1020) � Full reroofing of F244 including lean-to and gable transitions. � Period of Performance: +120 days beyond Base POP Evaluation Criteria (Additive Options - Evaluate All) Award will be made based on Lowest Total Evaluated Price (LTEP): CLIN 0001 + CLIN 0002 + CLIN 0003 Quotes must include pricing for all three CLINs. to be deemed technical acceptable, the offer must: � Submit a completed Bid Form (attached) � Provide pricing for Base + both Additive Options � Meet all specifications and technical requirements � Acknowledge any amendments Completed bids will need to be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than July 01, 2026 at 11:00 AM CST. No offers will be considered or excepted after the dead line. Site Visit and Arrival Instructions: A site visit is scheduled for June 16, 2026 at 10:00 AM CST. Vendor attendance are strongly encouraged but not mandatory. A list of attendees is recommended at least 48 hours prior to visit and email to: Betty Kliewer; betty.kliewer.ctr@us.af.mil and Shannon Perry; shannon.perry.1.ctr@us.af.mil All attendees must report to the Visitor Center, Building F72, which is the first building on the right after entering through the first gate 30 minutes prior to be sponsored on. A base-provided bus will be provided to transport all visitors to the project site and riding the bus is encouraged. If you choose not to ride the bus, you must provide � Current vehicle registration, and � Current vehicle insurance. Identification Requirements: You MUST have one of the following forms of ID: � REAL ID-compliant driver's license � U.S. Passport Non-U.S. citizens MUST bring: Passport, visa, work permit, or I-94 documentation. Failure to provide proper identification will result in denial of base access. All attendees must comply with all Vance AFB rules and regulations while on base. Questions and Answer Requirements: A Question and Answer (Q&A) Form is attached to this solicitation, all vendor questions must be submitted using the form only. Questions submitted in any other format will not be accepted. Completed Q&A forms must be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil. The deadline for submitting questions is June 23, 2026 at the close of business. All vendors must be registered and active in the System for Award Management (SAM) at the time of quote submission. Quotes submitted by vendors who are not active in SAM cannot be considered for award. ATTACHMENTS: The following documents are attached to this solicitation and must be used when preparing your quotes. Specifications - provides the detailed scope, technical requirements and project specifications for three phases XTLF 18-1014 (PA & PB) F200 and XTLF 26-1020 F244. Drawings Bid Form - All vendors must submit pricing using the provided bid form. Q&A Form - Vendors must use this form to submit any questions. Wage Determination - Applicable U.S. Department of Labor wage determination for projects.
