Project Description: 127EAV25R0006 Southwestern Region Tree Planting IDIQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 dated October 1, 2025.This procurement is set aside 100% for small business. The NAICS code is 115310- Support Activities for Forestry with a Small Business Size Standard of 11.5M. PRE- AWARD QUESTIONS AND PROPOSAL DATES: Offerors shall submit complete proposals electronically in PDF format by 1700 MST, December 5, 2025, or sooner via email to: -shavera.leveille@usda.gov -SM.PPS.R3ReforestationIDIQ@usda.gov -david.l.watson@usda.gov Facsimile proposals will not be accepted. If you have questions regarding this requirement, please email them by 1700 MST, November 12, 2025 and any questions submitted after this date will not be accepted. All answers shall be posted to SAM.gov 1700 MST, November 18, 2025. The evaluation will be conducted using best value tradeoff principles to determine the proposal(s) most advantageous to the Government, considering both price and non-price factors. The Government may conduct discussions if determined to be in the Government�s best interest; however, the Government reserves the right to make an award without discussion. This acquisition will not follow all formal source selection procedures of FAR Part 15 (e.g.,competitive range determinations or formal debriefings) but will utilize certain Part 15 evaluation concepts to ensure a fair and transparent process. Multiple awards are anticipated under this solicitation, resulting in firm-fixed-price IDIQ contracts. The Offeror shall submit a technical proposal and complete the table in Section B-Schedule of Items with their offered prices. Failure to provide adequate information will result in the offer not being placed in the eligibility group of technically acceptable, which will remove the offer from further consideration. The United States Department of Agriculture, Forest Service, Southwestern Region intends to award multiple firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for reforestation services in support of timber stand improvement related to forest health on Forest Service land. Forest Service may award contracts to multiple entities based on location and capability. Each contract is anticipated to be for a five (5) year ordering period. Services will be provided in National Forests located in Forest Service Region 3 (Arizona and New Mexico) broken out into eleven (11) National Forests: Arizona National Forests: Apache, Coronado, Tonto, Sitgreaves, Coconino, and Kaibab New Mexico National Forests: Carson, Cibola, Gila, Lincoln, and Santa Fe SCOPE OF CONTRACT: The Contractor shall furnish all labor, equipment, supervision, transportation (i.e., for crews and seedlings), supplies (except those as designated as Government furnished), and incidentals to perform all work necessary on the areas specified in task orders issued under this contract. The scope of this contract includes, but is not limited to, tree transport, tree care, handling, and planting, tree preparation (if needed for bare root stock), natural and artificial shading treatments, animal damage control treatments. The Performance Work Statement (Attachment 2) outlines tree planting details required in the contract along with associated Exhibits (Attachment 3). Activity I: Tree Transport, Care, and Handling Activity II: Tree Planting, Tree Preparation Activity III: Artificial Shade, Installation, Maintenance or Removal (Tubing) and ADC Installation, Maintenance, or Removal.
