Description
Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures under the authority of FAR 13.106-1(b) the Contracting Officer has determined only one brand to be reasonably available. The Government intends to solicit for: continuous and assembled Tow Rope, 2500 feet of 2-1/4" Samson Ultra Blue-8 rope with reinforced Hawser thimble, 2" oblong Crosby A342 master link and 1-3/8" Crosby shackle installed on each end. This solicitation is a brand name, small business set-aside (justification attached). This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N0016726Q1030. The NAICS code is 314994 and the business size standard is 1,000 Employees. This is a Brand Name Only solicitation; however, interested parties who can provide an equal item may identify their interest to this requirement by submitting a capabilities statement no later than Monday, 5 January 2026 9:00 am EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition in the future. All responses shall include official company name, firm fixed price (FFP), FOB destination, a point of contact name and phone number, CAGE code, business size and payment terms. Each response must also clearly indicate the capability of the quoter to meet all specifications and requirements. Additionally, any applicable freight/shipping charges must be incorporated into the line items as we are not authorized to pay standalone shipping/freight costs. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. Evaluation Factors (in order of importance) Technical � Quotes must reflect the required specifications included in the RFQ. Price � Quotes must include all applicable costs. See 52.212-2- Evaluation�Commercial Products and Commercial Services, incorporated into this solicitation at pages 05-06, for additional information regarding the evaluation process for this award. Quote packages are due by Monday, 5 January 2026 9:00 am EST. Late quotes will not be considered.
