Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of NAVAIR AB4, Air Systems Group - Air Vehicle Engineering, intends to negotiate a C-type contract on a sole source basis with National Institute for Aviation Research (NIAR) located at Wichita State University, 1845 Fairmount St. #38, Wichita, KS, 67260 in support of the Polymers & Composites testing program. Services required coupon testing for qualification of the AMS 3970 composite material system for Naval Aviation relevant conditions. These coupons will be conditioned, tested, analyzed, and the data will be compiled into reports that include test data, test data analysis, statistical analysis, and development and approval of test plan and test report. These meet our needs for qualifying this material for NAVAIR composite repairs. The data and methods established through this testing will serve as the basis for composite repair standards. Optional testing will be utilized based on initial test results if required to fill in necessary gaps in data. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. National Institute for Aviation Research (NIAR) located at Wichita State University is uniquely qualified to provide the complete range of program support required for this effort and is also the only known firm to possess the technical data and specifications necessary to fulfill the Government requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 5:00 PM Eastern Time on 26 December 2025. The applicable NAICS code for this requirement is: 541380-Testing Laboratories and Services. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
