Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to award a contract to The Boeing Company for the procurement of obsolescence efforts for a Radio Frequency Blanker Unit (RFBU) and the associated non-recurring engineering (NRE) and integration of the Advanced Tactical System Hardware Build 2.2 (ANTS HB 2.2) to support the development of the MQ-25A program. In addition, this award will include the replacement of the Encrypted Mass Storage Solution with a new form, fit, function data transfer system (DTS) 1+ with software changes. For this proposed action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.3204(a)(l) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of suppliers or services will satisfy agency requirements." Boeing is the sole designer, developer, and manufacturer of the MQ-25A unmanned aircraft and therefore, Boeing is the only contractor with the experienced staff, necessary plants, equipment, suppliers, and technical understanding of what is required by the contract, resulting in the unique capability to address the interrelated impacts on each other and on the MQ-25A program. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties. however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract effort based upon responses to this notice is solely within the discretion of the Government.
