Description

NOTICE OF INTENT TO SOLE-SOURCE The Great Plains Area (GPA), Indian Health Service (IHS), hereby provides notice of its intent to award a sole-source, Firm-Fixed-Price, Non-Personal Healthcare Services, Commercial Item contract to BAY AREA ANESTHESIA, LLC (SAM UEI: NHBEN7FLTDR8). The purpose of this procurement is to provide Physician and Nursing Services for the Standing Rock Service Unit (SRSU), Fort Yates IHS Hospital, Fort Yates, North Dakota. The anticipated period of performance will consist of a two-month base period and four two-month option periods. The estimated award date is May 29, 2026. This sole-source contracting action is being pursued pursuant to FAR 6.302-2, Unusual and Compelling Urgency, which provides that when an agency's need for supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless it is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided. The Government has determined that immediate continuity of healthcare staffing services is essential to ensure uninterrupted patient care and mission support at the Standing Rock Service Unit. Delays associated with conducting a competitive procurement could adversely affect healthcare operations and patient services. The estimated total value of this contract exceeds the Simplified Acquisition Threshold. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost- or time-prohibitive, nor hinder mission requirements. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by respondents. This notice is not a request for quotations or proposals.
