Description
The Regional Procurement Support Office (RPSO) Frankfurt intends to procure, on a noncompetitive basis, Refugee Processing Services, on behalf of U.S. Embassy Pretoria and the Bureau of Population, Refugees, and Migration (PRM). This is a notice of intent to award a sole source contract. The purpose of this procurement is to obtain refugee processing services for a base period of 12 months with two additional option year periods. The contractor shall serve as a referral organization and communications support to PRM in engaging the applicants and potential applicants in support of the U.S. Refugee Admissions Program (USRAP). Services include, but are not limited to: Referring eligible applicants into the USRAP in accordance with referral guidelines and program criteria; Providing public communications support under PRM guidance to ensure potential refugees in South Africa understand USRAP processing steps and requirements, and clarify expectations regarding resettlement in the United States; Conducting culturally sensitive outreach, cultural training, and community engagement under PRM guidance in support of the USRAP. The Government has determined that Amerikaners Group (PTY) LTD is the only responsible source available to fulfill this requirement. This notice is not a request for competitive proposals and a solicitation will not be available. This acquisition will be conducted under statutory authority 41 U.S. Code 1901. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required services within fifteen (15) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. Companies must respond by written correspondence, no later than July 2, 2026, 10:00 CEST.
