Description

Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal (RFP) for Capability Development Management (CDMS) contract support. HQ SACT is seeking contractor support across multiple labor categories, including Solution Architects, DevSecOps Engineers, Full-Stack Developers, UI/UX Designers, Security Professionals, Acquisition and Contracting Specialists, Product Managers, Systems Engineers, Network Engineers, and Service Desk Operators. Contractors will be integrated into ACT teams under the guidance of the Contracting Officer�s Technical Representative (COTR), working within an Agile DevSecOps framework to deliver user-centric, operationally relevant solutions at speed. All proposed key personnel on this requirement must be citizens of a NATO member nation. Bids shall be received at HQ SACT, Purchasing and Contracting Office, no later than 18 March 2026, 0900 hours, EST. No bids shall be accepted after this date and time. No hard copy proposals will be accepted. Period of Performance: Base Period: Award � 31 December 2026 with four potential 12-month options: 1 January 2027 � 31 December 2027, 1 January 2028 � 31 December 2028, 1 January 2029 � 31 December 2029, 1 January 2030 � 31 December 2030 BIDDING DOCUMENTS Please see attached. BIDDING PROCEDURE A Declaration of Eligibility is NOT required for this opportunity. Do NOT submit your proposal to the Department of Commerce. Please submit your proposal directly to HQ SACT using the contact information provided in the RFP.
