Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for rubber compound. The compliant material is available solely from Burke Industries LLC, as the required compound can only be purchased through Armada. The NAICS code is 325212 and the business size is 1000 employees. The proposed purchase order is being solicited on a sole-source basis to Burke Industries LLC. The proposed action is for rubber compound batches, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Burke is the only source of the required support, with no compatible material on the market. The NSWCCD intends to award a firm fixed-price purchase order to Burke Industries LLC using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00 PM Noon 11 December 2025. This notice of intent is NOT a request for competitive proposals. However, all responses received by 12:00 PM on 12/11/2025 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
