Description
The United States Army Corp of Engineers (USACE) intends to award before 30 September 2026, a noncompetitive firm fixed price contract to the Nez Perce Tribe as partial mitigation for adverse effects to four Historic Properties of Religious and Cultural Significance to Indian Tribes or Traditional Cultural Properties (TCPs) located within The Dalles and John Day Dam Operating Projects. USACE and Bonneville Power Administration, in consultation with the Tribal and State participants of the Wana Pa Koot Koot Cooperating Group, has determined that the operation and maintenance of The Dalles Lock and Dam and the John Day Lock and Dam has caused and is continuing to cause adverse effects to four TCPs which are part of the system of trails connecting the Nez Perce homelands in the Palouse region of Idaho and Washington to their traditional trading and gathering places along the middle Columbia River. The purpose of this firm-fixed-price contract will be to expand the existing ArcGIS StoryMap, adding the four identified TCPs. The StoryMap will include current and historic photos, descriptions of natural resources, events, and traditional practices that take place within the four TCPs, as well as those that embody the journey along the trail. The project requires technical expertise and access to unique and confidential information held only by the Nez Perce Tribe, a federally recognized tribe as identified in 84 Federal Register 1200. There are no known alternatives for these services that possess the knowledge of the Nez Perce tribal history or could speak on the Nez Perce Tribe�s behalf.
