Description

The Naval Sea Systems Command (NAVSEA) intends to utilize other than full-and-open competition to award a five (5) year (one (1) year base with four (4), one (1) year options) contract to Lockheed Martin Corporation (LM) of Syracuse, New York for the procurement of engineering and technical support, production of LwLCCAs, and spares for new construction and projected in-service submarines. The proposed contract will include engineering and technical support for system integration, testing, software maintenance, and integrated logistics support (ILS). The contract will also include spare material requirements which consist of array modules, electronic components, and cabling; and provisions to procure anticipated Fleet�s hardware surge requirements. The LwLCCA is a passive planar array and is integrated with the Acoustic Rapid COTS Insertion (A-RCI) system, specifically the AN/BQQ-10, to provide enhanced situational awareness and collision avoidance for improved tactical control in high-density environments, specifically in shallow water and littoral environments. Award of the LwLCCA production and engineering/ technical support will be issued pursuant to 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1. LM is the only known source possessing the requisite knowledge and ability to satisfy the Government�s requirement within the required schedule. This notice is not a request for proposals. However, interested parties may submit a capability statement demonstrating their ability to fulfill the requirement. All expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. The Government will not reimburse any costs incurred to submit a response to this synopsis; any costs associated with responding to this synopsis are solely at the expense of the source submitting the information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice, is solely within the discretion of the Government.
