Description
This pre-solicitation synopsis is a follow-up from the Sources Sought issued on 9 July 2024. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL, intends to issue a solicitation for the procurement of required supplies and services to support the U.S. Navy (USN) Tactical Combat Training System Increment II (TCTS II) and United States Air Force (USAF) equivalent P6 Combat Training System (P6CTS) requirements. The TCTS II and USAF P6CTS are equivalent, and herein after also referred to as TCTS II. This contract will be for Full Rate Production for TCTS II which is post MS-C. The resultant contract is anticipated to be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period. Resultant Delivery Orders may be issued as either Firm Fixed Price, Cost Reimbursable, Cost Plus Fixed Fee, or a hybrid of all three. Interested vendors must be registered as ACTIVE in the System for Award Management (SAM) website to be considered for award of any Department of Defense contract. The SAM website can be accessed at www.sam.gov. The Government is providing Draft versions of the Performance Work Statement and the System Performance Specification to assist Offerors in advance of the forthcoming Request for Proposal. Some of the attachments and technical documents contain Controlled Unclassified Information (CUI). Distribution of CUI by an Offeror to that Offeror�s team members, partners, subcontractors, suppliers and/or vendors shall be the responsibility of the Offeror and shall be limited to a �need to know� basis. All guidance contained herein with regard to handling, distribution and destruction of CUI shall be flowed down to all team members, partners, subcontractors, suppliers and/or vendors. Those who access or take receipt of CUI shall comply with all laws, export controls and distribution statements associated with the document. Due to certain CUI being export-controlled, all requests for access to attachments and technical documents containing CUI must be in writing and able to be verified via the Defense Logistics Agency website https://www.dla.mil/Information-Operations/LogisticsInformationServices/. Upon completion of the request, each Offeror shall transmit via email its written request for access to solicitation attachments to Kurt Susnis at 407-380-4243 or via email at Kurt.A.Susnis.Civ@us.navy.mil, and Ms. Andrea Gordon-Eubanks at 407-380-4389 or via email at Andrea.L.GordonEubanks.Civ@us.navy.mil. A subsequent update to this posting with additional draft documents will be forthcoming. A final solicitation along with all attachments necessary to prepare a proposal are anticipated to be available on SAM.gov on or about December 2025. It is the responsibility of the potential vendors to monitor SAM.gov for any information that may pertain to a future solicitation.
