Description
The Defense Health Agency Contracting Activity (DHACA) intends to award a Firm Fixed Price, sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract, on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID), to CN Bio Innovations Limited, under the authority of 41 USC 1901, as implemented in Revolutionary FAR Overhaul (RFO) 12.102 -- Restricting competition and RFO 12.201-1 � Simplified procedures. This requirement is for the delivery of PhysioMimix Organ-on-a-Chip systems and associated consumables/components compatible with the existing PhysioMimix systems currently in place at USAMRIID. While similar equipment and consumables may be available from other vendors, the other PhysioMimix systems in the market require the use of proprietary consumables that are not compatible with other transwell based organoid models including the CN Bio PhysioMimix systems currently in use at USAMRIID. CN Bio Innovations Limited is the only vendor capable of providing transwell based organoid models meeting the Government�s minimum essential characteristics and being compatible with the existing CN Bio PhysioMimix systems in use at USAMRIID. This notice of intent is NOT a request for quotations (RFQ) and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide these supplies. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due no later than 1000 Eastern Time, 05 May 2026.
