Description

The Naval Sea Systems Command (NAVSEA) issues solicitation amendment N00024-25-R-4316-0001 for the maintenance, modernization, product improvements, and design support for existing Dry Deck Shelter (DDS) Program assets. The solicitation seeks to procure support for: maintenance availability planning and execution; host submarine interface equipment and fit-ups; Field Change (FC) design, kitting, and installations; DDS inspection and repairs; maintaining the DDS Rotatable Pool; and engineering support. The Government anticipates making a single award on or around July 2026.This solicitation is issued electronically via PIEE and interested offerors should monitor the PIEE/SAM.gov page for any applicable solicitation amendments, thereafter. This posting does not include all relevant attachments. To receive access to the additional Section J Attachments (Exhibit A and Attachments 1,2,3,4,5,7,10,12,13,14 and 17), the Offeror shall follow the instructions outlined in Section L 1.3, AVAILABILITY OF ATTACHMENTS, SPECIFICATIONS, AND OTHER DOCUMENTS. These attachments will be transmitted via DoD SAFE. The solicitation is related to the synopsis Notice ID N00024-26-R-4316 (Dry Deck Shelter (DDS) Program) originally published on April 8, 2025. *** AMENDMENT 0001*** The purpose of Amendment 0001 is to: 1) Update Section A, the proposal submission time on the SF33 to 3:00 PM; 2) Revise the page limit for Section L, 2.1 - PROPOSAL STRUCTURE, FORMAT, PAGE COUNTS, AND OTHER CONTENT in Volume II to 135 pages; 3) Update Section B, CLIN 0401 (DDS-04S RAV and FC) to include Travel in the description; and 4) Update Section L, 3.2.1 - ELEMENT 1: TECHNICAL CAPABILITIES, paragraph number 1, to remove with sponsor concurrence language. *** AMENDMENT 0002 *** The purpose of Amendment 0002 is to: 1) Update Section A, the proposal submission date on the SF33 to October 10, 2025; 2) Update Section C.3.4.4 - DDS HOSUB Fit Ups and Cross Fits (OPTION CLINs 0701, 0702, 0703, 0704, and 0705, if exercised) paragraph 2 to remove and ; 3) Clarify the page limit for Section L.3.3.2 - Contractor Performance Assessment Reporting System (CPARS) And Past Performance Questionnaires; 4) Update Section L.3.2.3 Personnel Staffing Plan to remove duplicate language and revise the page limit; 5) Update fill-ins for DFARS 252.239-7016; and 6) Update CDRLS in Section J and add newly created CDRL A027. *** AMENDMENT 0003 *** The purpose of Amendment 0003 is to: 1) Update Section C.3.1.7 - Deep Submergence System certification; 2) Add newly established Section C.3.1.16 - Contract Transition/Phase-in of Resources and Personnel requirement; 3) Update Section L.3.2.2 ? Element 2: Management Approach to include evaluation of a transition plan; and 4) Update Section L.3.4.5 ? Section 3 ? Cost/Price Proposal Rate Support with procedures for indirect rates for classified contracts. *** AMENDMENT 0004*** The purpose of Amendment 0004 is to: 1) Update Section A, the proposal submission date on the SF33 to October 24, 2025. *** AMENDMENT 0005*** The purpose of Amendment 0005 is to: 1) Update Section L.3.5.2 - Solicitation Sections B through I.
