Description

1. Synopsis: This synopsis is in accordance with FAR Part 5, Notice of Intent to award a sole source requirement. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available, and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements. 2. Background: The Defense Health Agency (DHA) intends to award a sole source contract to the contractor, Cadmium, the provider of the EthosCE Learning Management System (LMS), to provide continued CE/CME learning management system services for DHA medical and dental personnel. EthosCE is DHA�s current CE/CME learning platform and hosts DHA�s accredited learning activities, learner records, compliance tracking, reporting, and accreditation workflows. Continuity of operations is required to ensure uninterrupted access to continuing education for military and civilian healthcare providers supporting operational medical readiness across the Military Health System (MHS). Transitioning to another system at this time would result in unacceptable risk to DHA�s ability to meet accreditation, reporting, and operational requirements. 3. Description: This contractor shall provide commercial CE/CME Learning Management System (LMS) platform access including hosting, platform configuration, technical support, and maintenance services for the EthosCE platform. The system shall support DHA�s CE/CME program by enabling management of accredited learning activites, learner tracking, reporting, and accreditation compliance for DHA medical and dental personnel. 4. NAICS Code: The North American Industry Classification System Code (NAICS) for this requirement is 611430 with the size standard of $15.5M. The Federal Supply Code (FSC)/Product Service Code (PSC) procurement is U099. 5. Submission Instructions: Interested parties may identify their interests and capability to respond to this requirement within 15 calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. No information will be disclosed outside DHA. DHA will not provide feedback to any information submitted. Submissions to this Synopsis is deemed to be DHA property which shall not be returned to sender.
