Description
Amendment 001 extends the due date for quotes/proposals until 13 May 2026 at 2:00pm Eastern Time. ************************************************************************************************************ This requirement is for the Contractor to provide all necessary labor, services, supplies, materials, equipment power, accessories, personnel, and other things as necessary, except otherwise specified to perform dockside repairs to the USCGC CALHOUN (WMSL-759), a 418-foot National Security Cutter in accordance with the solicitation, schedule, and specifications. Work includes, but is not limited to the following: D-001 Stern Boat Launch and Recovery, Level II D-002 Talon Grid (Type 18-08), Inspect and Test D-003 Cargo Handling Elevator, Annual Inspection and Test, Perform D-004 Incinerator, Inspect and Test D-005 Oily Water Separator (OWS) System, Inspect and Groom D-006 Fire Detection System, Inspect and Test D-007 Deck Covering (Slip-Resistant) Flight Deck, Renew D-008 Deck Covering (Slip-Resistant) Hangars, Renew D-009 Deck Covering (Slip-Resistant), Renew D-010 Tenting, Provide D-011 Tanks (Aviation Fuel Service), Clean and Inspect D-012 Tanks (Aviation Fuel Stowage and Overflow), Clean and Inspect O-013 Tanks, Preserve Full (100%) O-014 Tanks, Partial Preserve D-015 Grey Water Holding Tank(s) and Lift Stations, Clean and Inspect D-016 Sewage Holding Tank(s), Clean and Inspect D-017 Tanks (MP Fuel Storage and Overflow), Clean and Inspect D-018 Tanks (Oily Waste), Clean and Inspect O-019 Welding, Provide (General) D-020 Tank Level Indicator (Gray Water Tanks), Install D-021 Temporary Services, Provide - Cutter D-022 Fire Prevention, Provide Amendment 0001 - Note: Period of Performance is 2 SEP 2026 - 21 NOV 2026 in Charleston, SC. Amendment 0002 - The period for question was from issue to 12:00 Eastern on 24 APR 2026. The following are the questions received and the answers. Revisions to Attachments 1 & 2, and an SF30 for the Amendment are added to the files. From: Specification Paragraph Reference: Attachment 1 Price Schedule Question: Provided Attachment 1 Price Schedule and the solicitation notice on SAM.gov both list Items 20 and 21 as �Tank Level Indicator (Gray Water Tanks), Install� and �Temporary Services, Provide � Cutter� respectively, while the provided Attachment 2 Specification lists these items as �Sewage System, Modify� and �Sewage Piping, Clean and Flush�. Will USG clarify? Coast Guard Response: The Specification list in Attachment 2 is correct, the Price Schedule, Attachment 1 will be corrected. From: Specification Paragraph Reference: D-009 Table 1 and para 3.5 Question: For bidding purposes, KTR expects as estimated number of epoxy fairing kits to be noted in Table 1 IAW para 3.5 but none are noted. Will USG clarify? Coast Guard Response: For bidding purposes, procure 11 epoxy fairing kit(s) (0.5 Gallon/5 Kg Kit). From: Specification Paragraph Reference: Multiple Question: KTR calculates an approximated 3000 total pit measurements and 9000 total UT measurements specified between Items 7, 8, 9, 11, 12, 15, 16, 17 and 18. For pricing and production scheduling purposes, will USG confirm or clarify this requirement? Coast Guard Response: To be accurate the USCG is requesting that the bidder preform 4,085 pit measurements and 9,340 Ultrasonic Thickness measurements. In this solicitation for USCGC CALHOUN the USCG is ensuring substrate inspection is completed thoroughly and extensively. The bidder should consider the scale of talent that will be required to complete the extent of the inspections called out in the specification. From: Specification Paragraph Reference: D-010 Question: Will USG authorize KTR mooring a barge abreast of Calhoun for three days to aid in construction of flight deck tenting? Coast Guard Response: The KTR would include the intent of this plan as part of their submitted bid. Communication following award with the USCG (Cutter, KO, and PE/COR) would be required in advance of the evolution as part of standard communications of intent. Weather conditions would apply. The KTR should consider rafting limitations of the barge in their Heavy Weather Plan. From: Specification Paragraph Reference: D-017, para 3.7.1 Question: Para 3.7.1 specifies an air test on tank 3-36-1-W. This tank is not listed in Table 1. Will USG provide clarification on this requirement? Coast Guard Response: The KTR will conduct an air test on Tank 5-36-0-F. The typo in paragraph 3.7.1 has been corrected in the Statement of Work to reflect the correct tank, listed in Table 1.
