SOURCES SOUGHT NOTICE WATER TREATMENT CHEMICALS FOR BOILERS, COOLING TOWERS AND CIRCULATED WATER SYSTEMS - U.S. Army Garrison � Aberdeen Proving Ground, Maryland The United States Army Contracting Command � Aberdeen Proving Ground (ACC-APG), Installation & Technology Division, Facilities Branch, is issuing this Sources Sought Notice to conduct market research and identify qualified Small Businesses capable of supporting the requirement for Water Treatment Chemicals at U.S. Army Garrison Aberdeen Proving Ground (APG), Maryland. The anticipated NAICS code for this requirement is 325998 � All Other Miscellaneous Chemical Product and Preparation Manufacturing Water Treatment services will be required at the following location: Aberdeen Proving Ground including APG North-Aberdeen, APG South-Edgewood, Graces Quarters- Middle River, Churchville Test Track Churchville, Adelphi Laboratory Center (ALC)-Adelphi, and Blossom Point Research Facility (BPRF)-LaPlata These services directly support the Directorate of Public Works (DPW). This notice is issued solely for informational and planning purposes. The Government�s objective is to identify qualified vendors capable of providing all labor, tools, materials, equipment, transportation, technical expertise, and incidental services required to perform traffic signal maintenance, repair, inspection, and replacement in accordance with the Draft Performance Work Statement (PWS). Vendors must be registered in the System for Award Management (SAM). Information regarding SAM registration is available at https://www.sam.gov/portal/public/SAM. No reimbursement will be made for any costs incurred in responding to this notice or to any subsequent requests for information. SCOPE OF WORK This requirement is for a non-personal services contract to provide comprehensive Water Treatment Chemicals Services for Boilers, Cooling Towers and circulating hot and chilled-water Water Systems, as written in the draft PWS. These chemicals shall control scale, corrosion, and organic growth within the treated systems. The work consists of performing continuous, incidental analysis of the water present in these systems. This includes setting up and/or adjusting controls on chemical feed pumps; supplying and dispensing chemicals to meet specified concentration levels; monitoring chemical levels to maintain required concentrations; analyzing raw water, softened makeup water, and feed water; adjusting water softener controls; regeneration of water softeners; adding salt and resin to water softeners; adjusting blow-down controllers on boilers and cooling towers, and making recommendations to attain optimum water quality. PURPOSE OF THIS MARKET RESEARCH Information received will assist the Government in: Determining whether responsible sources exist Assessing the potential for competition Evaluating whether the requirement may be set aside for Small Business Informing future acquisition strategy decisions If the requirement is determined to be an unrestricted competition, Small Business responses may be used to establish subcontracting goals. Respondents should indicate their business size and status (e.g., Small Business, 8(a), Woman-Owned, Minority-Owned, HUBZone, etc.). References may be used to verify past performance on Government or commercial contracts. Interested businesses should submit a capabilities statement (no more than 10 pages, 8.5 x 11-inch format, font size no smaller than 12 point) demonstrating their ability to perform the services described in this notice. Bullet format is preferred. No phone calls or email inquiries regarding the status of any future solicitation will be accepted prior to release.
