Description
The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement to acquire an unknown quantity of Permit Required Confined Space (PRCS) Rescue Services under a Blanket Purchase Agreement (BPA). The Pittsburgh District jurisdiction includes eight (8) multi-purpose flood-damage reduction reservoirs in Pennsylvania and Ohio that require entry into the discharge conduits (tunnels) and for which Permit Required Confined Space Rescue Services are required. A typical entry usually lasts no more than two hours and involves a team of up to four Government employees in a water filled tunnel in an eight (8) hour day. However, a prolonged inspection or maintenance need may require the need for multiple two hour entries in one day or may involve multiple entries over several days. Tunnels can range from a few hundred feet in length to several thousand feet in length. The intent of the Blanket Purchase Agreement is to provide the Government with a cost-effective rapid-response method to maintain the facilities within the U.S. Army Corps of Engineers (USACE) Pittsburgh District. Services will be requested through purchases made under this BPA that shall be referred to as Calls which will specify the required number of entries and expected duration of the activity. The work covered under this Blanket Purchase Agreement may include (but is not limited to) the following major tasks (or combinations of tasks):Perform rescue and retrieval of from one to 4 persons in a Permit Required Confined Space involving a dam discharge tunnel that contains water several feet deep and includes risks of exposure to potentially hazardous atmospheres, drowning, hypothermia or other hazards. The Selected BPA holders must provide a team of qualified and trained personnels that possess documented proficiency, equipment, and training specific to both confined space rescue and water rescue. At least one rescue team member must hold current CPR/First Aid certification, and the team must have conducted a simulated rescue in a representative space within the last 12 months. All rescue team members must be fully trained and qualified as confined space authorized entrants, qualified in hazard recognition, atmospheric testing, and isolation procedures.Selected BPA holders are expected to comply with all technical, safety and security requirements required in the BPA and individual BPA Calls. The establishment of the BPA does not imply any agreement on the part of the Government to place future Calls with any BPA holder. The Government makes no representation as to the number of Calls or actual amount of work to be ordered.
