Description

Amendment 0001: The purpose of this amendment is to post the answers to all of the solicitation questions received to date and to add not-to-exceed plug numbers to the travel and ODC CLINs.The solicitation closing date and time remain unchanged. SERDP and ESTCP require program support services to execute their missions of developing and demonstrating technologies that meet the Department of Defense (DoD) environmental and energy requirements. SERDP and ESTCP are separate programs that are managed through a joint program office. Support is needed at the program level and in each of the technical areas in which these programs invest. Details about the SERDP and ESTCP program structure, current projects, examples of solicitation documents, project requirements, and examples of program outreach can be found on the joint SERDP and ESTCP web site, https://serdp-estcp.mil/. The required services are expected to break out as roughly: Technical Review of Proposals and Documents: 35% Direct Support to Program Areas: 30% Administrative and Financial: 15% Meeting Planning, Logistics and Support: 10% Outreach: 10% The U.S. Army Corps of Engineers Mission Support Battalion (UMSB) Contracting Office intends to negotiate a commercial firm fixed price contract using full and open competition. North American Industry Classification Code (NAICS) code 541690 was considered and selected as the appropriate NAICS code because the contractor will be required to assist SERDP/ ESTCP with technical and administrative processes associated with the project and its various programs. The NAICS size standard is $19,000,000. The award will have a maximum period of performance of 5 years (base year plus four option years). Award will be based upon the subjective tradeoff process in accordance with DoD Source Selection Procedures.
