Description
This is a Synopsis notice only. This is not a solicitation or request for proposal and no contract will be awarded from this notice. The information in this notification is subject to change and in no way binds the U.S. Government to award a contract. The NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Singapore intends to issue a competitive solicitation for a Voyage Repair Availability (VRA) of USS JOHN L CANLEY (ESB 6) which is tentatively scheduled from 15 May - 05 June 2026. Place of Performance will be in Thailand. To be eligible for award, the offeror must have an active registration in the System Awards Management (SAM.gov). Firms with no active registrations will not be considered for award. Firms must be authorized to do business in the country of performance. The type of work that comprises ship repair, and the conditions under which it is performed, require that contracting is limited to companies or firms that are fully capable of conducting all aspects of shipboard work or boat/craft repair. Master Ship Repair Agreement (MSRA) holders are previously determined to possess the facilities, management, organization and production capabilities to perform an entire complex repair and alteration package. On the other hand, Agreement for Boat Repair (ABR) holders are firms who have demonstrated managerial capabilities to schedule and to control boat/craft repairs. To ensure the US Navy receives satisfactory repair effort to Navy ships, boats and crafts, the anticipated solicitation will have qualification requirement for an Offeror to possess a current and active USN MSRA or ABR issued by NAVSUP FLCY. Offeror shall provide evidence of current MSRA/ABR holder. See the attached Work Item Index for the estimated VRA requirement.
