Description

The Portsmouth Naval Shipyard (PNSY), located in Kittery, Maine, is seeking information from qualified and experienced contractors regarding the provision of comprehensive maintenance, modification, and inspection services for its fleet of Powered Industrial Vehicles (PIV). This Request for Information (RFI) is intended to gather industry best practices, innovative solutions, and market insights to inform the development of a future solicitation for a 5-year contract. This RFI is for informational purposes only and does not constitute a solicitation or commitment to award a contract. Background and Scope: PNSY's mission-critical overhaul and maintenance operations rely on a diverse fleet of approximately 150 PIVs. This fleet includes various brands and models (e.g., Forklifts, Scissor Lifts, JLG Lifts), with an exact inventory list to be provided in the future solicitation. The quantity and composition of the PIV inventory are subject to change during the term of the contract based on lifecycle replacement, new procurement, and end-of-life disposition of PIV, as needed to meet the Shipyard�s operational needs. PNSY anticipates the future contract will require a full spectrum of services, including: Preventive Maintenance (PM): Scheduled services to maintain optimal performance. Corrective Maintenance (CM): Repair services for malfunctions and failures. Inspections: Regular safety checks and regulatory compliance assurance. Modifications: Alterations and upgrades to enhance safety, performance, or adapt to operational needs. Original Equipment Manufacturer (OEM) Support: Access to specialized expertise, parts, and services from PIV OEMs. Information Requested from Industry: PNSY is specifically interested in receiving industry insights, best practices, and solutions covering the following areas: Contract Management: Strategies for managing comprehensive PIV contracts, including suggested contract types, performance metrics, and risk mitigation approaches. Fleet Management: Expertise in managing a diverse fleet, covering maintenance scheduling, inventory control, and lifecycle management. OEM Relationship Management: Successful approaches for effective relationships with PIV OEMs to ensure access to specialized parts and expertise. Quality Assurance and Safety: Demonstrated commitment and programs for ensuring quality and safety in all maintenance and modification services. Cost-Effective Solutions: Innovative ways to reduce maintenance costs without compromising safety or performance. Supply Chain Management: Strategies for effectively managing the supply chain for PIV parts and materials. Sustainability Practices: Approaches to promote environmental sustainability in PIV maintenance, such as using eco-friendly products and materials recycling. Challenges & Mitigation: Anticipated challenges in providing PIV services within a naval shipyard environment, and proposed mitigation strategies for those challenges. Past Performance: Summaries of relevant past performance on similar PIV maintenance and modification contracts.
