Description
REQUIREMENT TITLE: Hill AFB COPARS (Contractor Operated Parts Store) for 75th Logistics Readiness Squadron Notice Type: Request for Information (RFI) NOTICE: This is a Request for Information (RFI) ONLY. This RFI is issued solely for market research and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. The Government is not seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be synopsized on the official Government Point of Entry (GPE) at https://www.sam.gov. It is the responsibility of potential offerors to monitor this site. 1. PURPOSE: The purpose of this RFI is to conduct market research to identify responsible sources capable of performing this requirement and to determine if this effort can be competed as a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 493110, which has a corresponding size standard of $34.0 million. The Government is interested in responses from all small businesses. 2. PROGRAM DESCRIPTION: The Government is seeking a qualified contractor to provide all supervision, labor, and equipment necessary to establish and operate the Contractor-Operated Parts Store (COPARS) for the 75th Logistics Readiness Squadron (LRS) at Hill Air Force Base. The contractor shall be responsible for researching, ordering, receiving, stocking, inventorying, and issuing automotive and equipment parts in accordance with the attached draft Performance Work Statement (PWS). 3. ORDERING PERIOD OF PERFORMANCE (Anticipated): The anticipated period of performance is a five-year ordering period beginning on or around 01 May 2026, with an additional six-month optional ordering period. 4. RESPONSE INSTRUCTIONS: Interested parties are requested to respond to this RFI no later than 17 March 2026, at 2:00 PM MDT. Email responses in PDF or Microsoft Word format are required. Please submit a Capability Statement limited to 5 pages that addresses, at a minimum, the following: Company Name, Address, CAGE Code, and Point of Contact. Business Size and any applicable socio-economic statuses (Small Business, 8(a), SDVOSB, etc.) under NAICS code 493110. A description of similar services offered to Government or commercial customers within the past three years, including contract numbers and points of contact if available. Any anticipated teaming arrangements, delineating the work to be performed by the prime and teaming partners. Feedback on the attached draft PWS, including any sections that seem unclear or overly restrictive. 5.
