Description

The Air Force Test Center (AFTC) is currently conducting market research to identify potential sources capable of providing one (1) Woods TBW12.40 Turf Batwing Finish Mower (or a technically equivalent 'brand name or equal' mower deck). The Government is seeking capability statements from all interested vendors, including Small Businesses (SB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned Small Businesses (EDWOSB), Woman-Owned Small Businesses (WOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The required equipment shall be delivered to Eglin AFB, Duke Field. All interested vendors shall submit a capability statement demonstrating their ability to provide and deliver the required equipment to the Primary Point of Contact (POC) listed below. Proposals and quotes are not being requested or accepted at this time. As stipulated in RFO 15.101(c), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Quote) exists at this time; therefore, the Government will not honor requests for a solicitation package. The decision to proceed with a formal solicitation remains solely within the Government�s discretion. The NAICS Code assigned to this acquisition is 333112, Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing, with a size standard of 1500 employees. Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e. SB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees for this effort. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. Information submitted in response to this Sources Sought notice is strictly voluntary. This notice does not constitute a commitment by the Government, and the Government will not reimburse any costs associated with the preparation or submission of data in response to this announcement. Respondents will not be individually notified regarding the results of the Government�s assessment. However, the information received will be a primary factor in determining the final acquisition strategy�specifically, whether a future solicitation will be conducted as full and open competition or as a set-aside for a specific small business program. CAPABILITIES STATEMENT: All interested vendors shall submit a capabilities statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice. The capabilities statement should be brief and concise yet clearly demonstrate an ability to meet the stated requirement. Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities. Please submit responses electronically to the Primary Point of Contact, Ms. Stella Cayer, at stella.cayer.1@us.af.mil. To ensure delivery through Eglin AFB security filters, all email correspondence must contain the following subject line: 'FA282326R0000, Turf Batwing Finish Mower Deck OR Equal.' Emails without this subject line, or those with suspicious attachments, may be automatically deleted. RESPONSES ARE DUE NO LATER THAN 12:00 P.M. (CST) ON 30 April 2026. All responsible sources may submit information which the agency will consider; late submissions may be reviewed strictly at the Government's discretion. Please direct all routine communications to the listed point of contact. The Government will not return responses, acknowledge receipt, provide feedback, or grant requests for vendor presentations. As no solicitation currently exists, requests for a bid package will be ignored; any future requirements stemming from this research will be solicited separately on SAM.gov.
