Description

This Sources Sought notice is issued solely for informational and planning purposes to conduct market research and assess industry capabilities. This is not a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), and does not obligate the Government to issue a solicitation or award a contract. The U.S. Bureau of Reclamation is seeking potential sources capable of providing Coded Wire Fish Tags for use at Coleman and Nimbus Fish Hatcheries under the Central Valley Project Improvement Act (CVPIA). These tags are used to support fishery management and monitoring efforts, including estimating hatchery contributions and triggering environmental protections. Product Description The Government requires the following item: Manufacturer: Northwest Marine Technology, Inc. Product Number: 1CWTSTANDARD Description: Coded Wire Tags Tags must be standard length and encoded with Agency Code �05� to signify production at a U.S. Fish and Wildlife Service (USFWS) hatchery. Contract Type The Government anticipates awarding a Firm Fixed Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a five-year ordering period: Submission Instructions The Government believes that Northwest Marine Technology, Inc. is the sole manufacturer of the required coded wire fish tags that meet the specifications outlined above. However, interested vendors who believe they can provide an equivalent product that fully meets all technical requirements�including tag length, encoding specifications (Agency Code �05�), and compatibility with existing hatchery tagging systems�must submit a comprehensive capability statement. The statement must include substantive and verifiable evidence demonstrating the vendor�s ability to design, produce, and deliver coded wire tags that are fully compatible in form, function, and performance with those currently in use by the U.S. Fish and Wildlife Service hatcheries. Capability statements that do not demonstrate the ability to meet all specified requirements will not be considered as valid responses to this notice.
