Description
The Centers for Disease Control and Prevention intend to award a sole source time and materials purchase order to Rocky Mountain Air Solution for the purchase of weekly delivery of liquid nitrogen and carbon dioxide (CO2) to keep important cell lines and virus samples stored safely. The product/service we are seeking is essential for maintaining the integrity and viability of our virus samples and cell lines, which require cryogenic storage at temperatures of -140�C. Our laboratory operates under strict timelines, necessitating weekly deliveries of these gases. The nature of our work demands just-in-time delivery to ensure that our cryo freezers remain operational and that our samples are not compromised. Local suppliers are essential to meet these urgent delivery requirements, as delays could lead to catastrophic losses of vital laboratory resources. The failure to maintain cryogenic conditions poses a significant risk of contamination and loss of our samples. The unique combination of timely delivery, local availability, and the specific properties of liquid nitrogen and CO2 makes this service indispensable for our laboratory operations. In evaluating our options for cryogenic storage solutions, we considered several alternative suppliers and products, however, none of these alternatives met our specific needs. They did not offer the same level of responsiveness as Rocky Mountain Air. Our requirement for timely deliveries is critical, and Rocky Mountain Air has consistently demonstrated the ability to deliver liquid nitrogen and CO2 gases within 12 hours. Other suppliers either had longer lead times or could not guarantee the rapid response necessary to prevent potential losses of our biological materials. The need for a local supplier is paramount to ensure timely deliveries and support. While we considered suppliers outside the local area, their geographic distance would hinder our ability to receive urgent deliveries, which is critical for maintaining the viability of our cryogenic samples. In summary, while we have considered other products and services, Rocky Mountain Air remains the only supplier that meets our stringent requirements for delivery speed, existing infrastructure compatibility, proven reliability, and local availability. This makes them uniquely positioned to support our laboratory's critical needs. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received prior to the date and time below will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
