SYNOPSIS: #N68335-26-Q-0425 F/A-18 VFC-204 STAND-UP EFFORT AT NOLA Naval Air Warfare Center Aircraft Division (NAWCAD) � F/A-18 E/F The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Eclypse International Corporation, CAGE: 0JJ26, for the F/A-18 VFC-204 Stand-Up Effort at NOLA hardware components in support of the NAWCAD F/A-15 E/F Division. This order will initially procure materials and services to manufacture, assemble, inspect, ship, and deliver to the government all support equipment listed below related to the F/A-18 VFC-204 Stand-Up Effort at NOLA: - Automatic Wire Test Set (AWTS) Test Program Set (TPS), AC/DC ELECTRICAL (Part Number (P/N): 4248AS0100-1; National Stock Number (NSN): 4920-01-700-1454; Quantity (QTY): 1) - AWTS TPS, NO. 1 POWER DISTRIBUTION PANEL (P/N: 4248AS1010-1; NSN: 4920-01-700-5302; QTY: 1) - AWTS TPS, NO. 5 POWER DISTRIBUTION PANEL (P/N: 4248AS1050-1; NSN: 6110-01-700-5353; QTY: 1) - AWTS TPS, NO. 4 POWER DISTRIBUTION PANEL (P/N: 4248AS1040-1; NSN: 4920-01-700-5668; QTY: 1) - AWTS TPS, NO.12 POWER DISTRIBUTION PANEL (P/N: 4248AS1120-1; NSN: 4920-01-716-2540; QTY: 1) - AWTS TPS, NO.10 POWER DISTRIBUTION PANEL (P/N: 4248AS1100-1; NSN: 4920-01-716-3385; QTY: 1) - SHIPPING CHARGES - LOT CHARGES (P/N: ECL-SHP-00000; QTY: 1) The AWTS TPS is a software component that controls the Eclypse Language Integrated Test Environment (ELITE) application, which runs on AWTS hardware used for electrical diagnostic testing of miliary aircraft wiring. Eclypse International Corporation, as the Original Equipment Manufacturer, designed the technical drawing package and is currently the package is currently maintained solely by The Eclypse International Corporation. Therefore, Eclypse International Corporation is the only source with the requisite knowledge, technical experience, and production-level data to produce these components. The components being procured are integral to the AWTS TPS system and are critical to maintaining operational readiness. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
