RFI for Distillation Instrument REQUEST FOR INFORMATION Pursuant to FAR 10.002(b)(2)(ii) Distillation Instrument for Distillation of Petroleum Products at Atmospheric Pressure Groups 1-4 for EPA NVFEL ***MADE IN AMERICA*** This is a request for information (RFI) only. The EPA makes no guarantee that a solicitation or award will result from this RFI. The purpose of this RFI is for market research purposes only. EPA is seeking to purchase one (1) Distillation Instrument capable of performing distillation in accordance with ASTM D86 Standard Test Method for Distillation of Petroleum Products at Atmospheric Pressure Groups 1 � 4. The EPA identified one product, OptiDist 2, which meets the EPA�s required sampling and measurement capabilities needs and below requirements/specifications. However, it is foreign made. The required specifications for the distillation instrument are as follows: The distillation instrument must meet the following specifications for each of the items (1 � 10) listed below. There will be no exception to these specifications. 1. Interface with the PAC IRIS software 2. Have a self-positioning heating system 3. Have a distillation rate of 2-10 mL/min 4. Shall have a condenser system with a programmable temperature range of 0-65 degrees Centigrade and automatic cooling liquid level detection 5. Shall have a receiving chamber with a programmable temperature range of 0 � 40 degrees Centigrade, corrosion proof and compatible with 100 mL and 200 mL flasks 6. Shall have automated heater plate detection 7. Shall have barcoded distillation flasks and barcode reader for automatic detection of flask size, composition and serial number 8. Shall have dual optimization by measurement of the fluid in the flask and vapor in the neck of the flask 9. Shall have automatic fire detection compatible with carbon dioxide 10. Shall not exceed the following dimensions o 16 inches wide o 23 inches deep o 29 inches high This RFI is seeking an American-Made distillation instrument that meets or exceeds the above specifications. Responses to this RFI are not offers and will not be accepted by the Government to form a binding contract of any nature. The Government will not award a contract based on this RFI. The Government reserves the right to determine how it should proceed because of this notice. Responding parties should not anticipate Government feedback on their respective submissions. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. It is the responsibility of the potential contractors to monitor the websites for any information that may pertain to this RFI or a future solicitation. All information requested and received in response to this RFI will be treated as information only. The information provided in this RFI is subject to change and is not binding on the Government. EPA plans to review and meaningfully consider all responses to this RFI. Responses to this RFI may be reviewed by Government technical experts drawn from staff within EPA and/or by selected support contractor personnel.
