Sources Sought Notice: Integrated Vegetation Management (IVM) Program for Western Area Power Administration (WAPA) Regions The Western Area Power Administration (WAPA) is seeking to identify qualified and capable contractors with the resources, experience, and expertise to perform comprehensive Integrated Vegetation Management (IVM) services across all WAPA regions. The intent is to assess the market's capacity and interest in providing these services under a single or multiple award, WAPA-wide Blanket Purchase Agreement (BPA). This notice is issued for market research purposes only and does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service. The Government will not pay for any information submitted in response to this notice. Project Description: The objective of the IVM program is to manage the vegetation within WAPA�s rights-of-way (ROW) to prevent vegetation-related power outages and infrastructure damage while maintaining a commitment to environmental stewardship and public safety. All requirements applicable to the utility industry and vegetation management industry including OSHA, and ANSI will be adhered to while reclaiming WAPA�s ROW and/or treating hazard trees that threaten WAPA�s energized facilities. The scope of work consists of ROW mastication, tree trimming, tree removal, brushing and the chemical treatment of incompatible vegetation along or in the vicinity of the transmission line ROW. The Contractor would be required to perform IVM services on multiple BPA Call Orders simultaneously, with the Contractor providing a dedicated crew for each BPA Call Order, at multiple locations within WAPA�s footprint. Additionally, the Contractor will be required to obtain all required Federal, state, county, and local licenses, certifications, and permits. Regions Included: This potential WAPA-wide BPA would cover all WAPA regions which include Sierra Nevada, Upper Great Plains, Rocky Mountain, and Desert Southwest. Submission Requirements: Interested parties are requested to submit a Statement of Capability (SOC) demonstrating their ability to meet the requirements outlined above. The SOC should address, but not be limited to, the following: Company name, address, and Unique Entity ID. Point of contact with email and phone number. Brief description of the company's experience in vegetation management, particularly in line clearance work. Demonstrated capability to perform IVM services across multiple geographical regions, ideally within WAPA's operational areas. State whether you maintain the applicable qualifications including: OSHA certifications Line Clearance Tree Trimmers qualifications per California OSHA Standard 29 CFR 1910.269. Herbicide applicators licensed and certified as a qualified applicator per the State of California Department of Pesticide Regulation.
