Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 and supplemented with additional information included in this notice. The Naval Sea Systems Command (NAVSEA) intends to award a firm-fixed-price modification under FAR Part 12 Commercial Item contract N00019-17-C-0081 to Rolls-Royce Corporation (RRC), 450 South Meridian Street Indianapolis IN 46225-1103, for one (1) MT7 Full Authority Digital Engine Control (FADEC) Portable Test Tool in support of the Ship to Shore Connector (SSC) Program. This commercial item will be procured pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies/services will satisfy agency requirements. Accordingly, this requirement is advertised as a sole source requirement. As the original developer and owner of all firmware and data rights of the MT7 FADEC Portable Test Tool, RRC is the only responsible source capable of producing a Portable Test Tool to satisfy the requirements for Landing Craft Air Cushion 100 Class Craft testing. Solicitation N00024-19-R-2423 is provided under separate cover to RRC. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
