Description
The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) construction contract to include the following brand name or sole source requirements. REASON FOR OTHER THAN FULL AND OPEN COMPETITION: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2), the supplies or services required by the agency are available from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements. The purpose is to obtain supplies at the required level of quality because the supplies or services are unique or highly specialized. REQUIREMENTS: Allen Bradley - CompactLogix 600kb Enet Controller- 5069-L306ER Allen Bradley - Compact 5000 Analog Input Module- 5069-IF8 Allen Bradley - Compact I/O 8 Channel Analog Output Module- 5069-OF8 Allen Bradley - Compact I/O 16 Channel 24VDC Sink Digital Input Module- 5069-IB16 Allen Bradley - Channel 24VDC Source Digital Output Module - 5069-OB16 Background: Portland District project sites in Willamette Valley Project will use water monitoring system equipment to ensure compliance with the NPDES (National Pollutant Discharge Elimination System) permit program. The NPDES permit program addresses water pollution by regulating point sources that discharge pollutants into waters of the United States. The Clean Water Act prohibits discharging pollutants through a point source into waters of the United States unless an NPDES permit is obtained. Remaining in compliance with the conditions of the permit is required for the Corps of Engineers to maintain its authorization to continue to discharge into Willamette Valley Waterways. Project Scope. This acquisition is to provide mission critical proprietary electrical equipment for the NPDES Project, specifically, Allen Bradley PLC equipment for the Willamette Valley Project. To meet the NPDES requirements water sampling is needed at multiple dams. To collect and analyze this data multiple PLCs, modules and compatible ancillary equipment will be required. The Government intends to solicit for this project on or around MAY 2026. Currently, a solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. *NO PHONE INQUIRIES, PLEASE.
