Description
N0016426CB001 Non-Personal Professional Support Services (PSS) for Program Executive Office, Ships (PEO Ships), Guided Missile Destroyer (DDG(X)) Program Office (PMS 460)) PSC R425 NAICS 541330 Issue Date: 15 December 2025 Closing Date: 02 January 2026 ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane intends to award a Cost-Plus-Fixed-Fee contract for a one-year base period of performance (PoP) with a 90-day option period with Herren Associates, Inc. (Herren), 1220 12th St SE, Suite 310, Washington, DC 20003 This effort is Professional Support Services in support of PMS 460 and provides expertise in the areas of Integrated Logistics Support (ILS), Program Support and Management, Acquisition and Contract Management, Business and Financial Management, and Integrated Performance Analysis in order to assist PMS 460 in accomplishing its mission and objectives. The proposed contract action will be awarded on a sole-source basis for services to Herren, under the statutory authority 10 U.S.C 3204(a)(1), as implemented by of FAR 6.302-1(a)(2)(iii)(B). The basis for restricting competition is the unacceptable lapse in support services for PMS 460. Any interruption in support services for PMS 460 would negatively affect mission readiness and would have long-term cost impact to the taxpayer. Herren is the only vendor capable of continuing to provide the Navy uninterrupted support services to PMS 460. A formal solicitation will not be issued. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Interested entities may identify their interest and capability to respond to the requirement.
